Hundreds of basic construction projects at the grassroots level were supervised by the People's Inspectorate and the Community Investment Supervision Board in Ha Nam province, thereby detecting violations and making recommendations to investors to correct them and ensure the quality of the works.
As a locality in the process of strong urbanization, currently in Kim Bang town, there are many projects and infrastructures being invested in construction. To ensure the quality of investment resources for these projects, the Standing Committee of the Vietnam Fatherland Front Committee of the town has directed and guided the wards and communes to improve the quality of activities of the People's Inspection Committees and the Community Investment Supervision Committees to directly monitor the implementation process.
Mr. Nguyen Van Bay - Chairman of the Vietnam Fatherland Front Committee of Tan Son Ward said that the members of the People's Inspection Committee and the Community Investment Supervision Committee are prestigious, honest, impartial people with knowledge of legal policies and elected by the Front Working Committees and the people. Each project has a Community Investment Supervision Committee consisting of 5-7 members. When projects in the area are implemented, the members of the committee take turns to monitor and inspect to ensure that the construction process complies with the approved technical design.
The ward community investment supervision board has organized dozens of supervisions for 9 projects such as: Construction, expansion and upgrading of traffic routes in the area; construction of medical stations, construction and upgrading of kindergartens and secondary schools. Through monitoring and supervision of construction, technical errors have been detected and timely recommendations have been made to investors and contractors to make adjustments to ensure quality. Up to now, most of the cases have been resolved in accordance with the law, so no violations have occurred.
In addition to Tan Son ward, the network of Community Investment Supervision Boards has been consolidated and improved by the Vietnam Fatherland Front Committee of Kim Bang town in almost all communes and wards in the area. In recent years, the Community Investment Supervision Boards have conducted nearly 150 supervisions at 75 projects and works in the area. Many construction works directly related to socio-economic development, people's lives, urban and new rural infrastructure have been effectively supervised by the Community Investment Supervision Boards such as: Nam Cao Lake embankment project, Ba Danh Pagoda tourist road project, projects to renovate and upgrade commune roads, schools, markets, medical stations, etc. Construction works and projects with the early participation of the Community Investment Supervision Board have contributed to improving the quality of investment resources, reducing loss and waste.
Mr. Tran Van Thanh - Vice Chairman of the Vietnam Fatherland Front Committee of Ha Nam province said that the effectiveness of the supervision activities of the People's Inspectorate and the Community Investment Supervision Board has helped the Standing Committee of the Vietnam Fatherland Front Committee of communes, wards and towns grasp existing problems in the implementation of projects, promptly reflect to investors to resolve them to ensure compliance with the law, stabilize the situation at the grassroots level, contributing to improving the effectiveness of building new rural areas and civilized urban areas.
During the past term, the People's Inspection Committees in communes, wards and towns organized nearly 700 monitoring sessions, discovered and recommended 152 cases to authorities at all levels and competent agencies. The Community Investment Supervision Committees organized monitoring of 629 works and projects in the area, discovered and recommended 190 cases to authorities at all levels and competent agencies.
“Promoting the supervisory role of the Vietnam Fatherland Front Committees at all levels has contributed to limiting negative aspects at the grassroots level, making transparent the management of land, capital, and State assets of investment projects in the community, creating consensus and trust among the people,” Mr. Tran Van Thanh affirmed.
