Building new rural areas: Be proactive from the beginning of the year

– Although it has only been nearly 2 months since the beginning of the year, districts and cities have directed key communes to strive to meet new rural standards (NTM), advanced NTM, and model NTM by 2024 to urgently and synchronously deploy solutions to quickly start implementing the criteria.

According to the plan, in 2024, the whole province strives to have 11 more communes meeting the new rural standards, 6 communes meeting the advanced new rural standards, and 4 communes meeting the model new rural standards. The target is much higher than previous years, at the same time, the model communes in 2024 have a rather low starting point. Specifically, by the beginning of 2024, on average, each commune strives to meet the new rural standards in 2024, reaching 9.45/19 criteria, of which there are communes that have only met 6/19 criteria; on average, each commune strives to meet the advanced new rural standards, reaching 6.8/19 criteria, of which the lowest commune only meets 3/19 criteria; on average, each commune strives to meet the new model new rural standards, reaching 1.75/4 criteria.

Faced with such difficulties and challenges, in order to complete the goals and tasks of building a new rural area in 2024, from the beginning of the year, all levels and sectors have quickly started implementing specific work contents. Mr. Hoang Dang Dung, Deputy Chief of the Provincial Office for Coordination of New Rural Area Construction, said: In January 2024, the Provincial People's Committee issued Plan No. 15/KH-UBND dated January 18, 2024 to implement the new rural area construction program in the province in 2024. In which, the Provincial People's Committee assigned specific tasks to each agency and unit; specifically arranged resources, implementation methods, etc.

To support pilot communes in implementing the criteria, the People's Committees of districts and cities have balanced and integrated support for pilot communes in building 80 traffic works, schools, cultural houses, etc. Currently, specialized agencies at the district level are quickly implementing investment preparation steps to start construction of the works.

Also in January 2024, the Provincial People's Committee held a conference to deploy the tasks of the national target programs in 2024, including the construction of new rural areas. Through the conference, representatives of the units evaluated and analyzed the achieved results, at the same time pointed out the shortcomings, limitations as well as specific solutions to overcome and effectively implement the program of building new rural areas in 2024.

Along with the close direction of the Provincial People's Committee, related departments and branches, the People's Committees of districts and cities also quickly started to carry out the task of building new rural areas in 2024. Specifically, from the beginning of the year, the People's Committees of districts and cities have developed plans and directed communes to develop plans to implement the spring campaign to build traffic, irrigation, environment, and plant trees to contribute to the implementation of the criteria of new rural areas, advanced new rural areas, and model new rural areas.

Mr. Hoang Van Trung, Party Secretary, Chairman of the People's Committee of Bang Huu Commune, Chi Lang District, said: In 2024, Bang Huu Commune was selected as a pilot commune striving to meet the NTM standards. At the end of 2023, the commune had only met 9/19 criteria. To implement the unmet criteria, from the beginning of 2024, the People's Committee of the commune has stepped up propaganda, mobilization, and mobilization of people's efforts in implementing the criteria. As a result, people in the commune have contributed more than 1,000 laborers to dredge and clear more than 3,000m of irrigation ditches; build new 370m of concrete roads; clean over 10,000m of village roads and alleys; repair and embank nearly 200m of roads... The people's efforts from the beginning of the year have created a bustling working and production atmosphere as well as contributed to the gradual completion of the NTM criteria.

Similarly in Bang Huu, over the first 2 months of 2024, people in the model communes of NTM, advanced NTM, and model NTM in the province contributed about 25,000 laborers and cash, thereby organizing the dredging of over 60km of canals, clearing over 20km of canals, and building about 3km of new rural roads...

In addition to mobilizing the people's efforts, in the first months of 2024, the People's Committees of districts and cities have directed specialized agencies to coordinate with the People's Committees of communes to quickly deploy preparations for investment in the construction of infrastructure works. Mr. Hoang Van Tuan, Director of the Project Management Board of Construction Investment of Loc Binh district, said: In 2024, the District People's Committee has combined and balanced resources to support Xuan Duong commune, a key commune striving to meet the NTM standards, to invest in the construction of 22 infrastructure works. Up to now, the unit has coordinated with relevant agencies to deploy steps to prepare investment and site clearance to strive to start construction of the works in the first quarter of 2024.

Together with Loc Binh district, to support the pilot communes in implementing the criteria, the People's Committees of districts and cities have balanced and integrated support for pilot communes in building 80 traffic works, schools, cultural houses, etc. Currently, specialized agencies at the district level are quickly implementing investment preparation steps to start construction of the works.

Hopefully, with the close attention and direction of all levels and sectors, and the cooperation and contribution of the people, the implementation of building new rural communes, advanced new rural communes, and model new rural communes in the province will continue to achieve positive results in the coming time.
