Ha Binh Commune raises legal awareness for people

In order to raise legal awareness among the people, in recent times, the Party Committee and the government of Ha Binh commune (Ha Trung) have actively propagated, disseminated and educated the law with diverse and rich contents and forms; contributing to promoting socio-economic development, maintaining political security and social order and safety in the locality.

According to Mr. Lai The Hoc, a Justice - Civil Status officer of Ha Binh commune, in order to help people raise their awareness and understanding of the law, maintain security and order, and actively develop the economy, from the beginning of the year, based on the district's legal dissemination plan and the practical requirements of the locality, the Justice - Civil Status officer of the commune advised the People's Committee of the commune to develop and promulgate a plan to disseminate legal dissemination, grassroots mediation work, and build a commune that meets legal access standards. At the same time, concretize the legal documents of the State and the political tasks of the locality to all cadres and people in a timely, complete, and effective manner, through many diverse and rich forms such as: Organizing legal knowledge competitions, implementation conferences, integrating into village meetings, youth union, association, and mediation group activities at the grassroots level, dialogues, public reception activities, distributing leaflets, hanging banners, slogans, oral propaganda, mobile propaganda, broadcasting on the loudspeaker system of the commune and village; on the commune's information portal, with concise, easy-to-understand and easy-to-remember content. In particular, focus on propagating and introducing newly issued legal documents, legal regulations with content directly related to production and business activities; the legitimate rights and interests of people and businesses such as: administrative reform, handling of administrative violations; land; investment; environmental protection; food safety and hygiene; prevention of harmful effects of alcohol; prevention of corruption and waste; complaints and denunciations; prevention of abuse of women and children, school violence... Strengthen and perfect the team of legal propagandists consisting of 16 people, including 2 legal propagandists with legal expertise; coordinate with the commune Fatherland Front to perfect 7 mediation teams in 7 residential areas, with 47 mediators according to regulations. The team of legal propagandists and heads of mediation teams are provided with propaganda materials and participate in training courses, professional training...

In 2022 and the first 5 months of 2023, Ha Binh commune organized conferences to deploy a number of new legal documents for officials and civil servants through conferences of the commune People's Committee, conferences of mass organizations and organized propaganda sessions on PBGDPL in residential areas and schools, attracting thousands of participants. In addition, the commune radio station has disseminated the contents and new legal documents to the people and written over 100 news and articles in the field of legal education, attracting tens of thousands of listeners. In addition, the commune has built, managed and effectively exploited 8 legal bookcases, of which 1 is located at the Commune People's Committee, with over 300 books and 7 are located at 7 village cultural houses, each with nearly 100 books, mainly laws, sub-law documents, legal normative documents, legal Q&A documents, creating conditions for cadres, party members and people to consult and learn legal knowledge regularly. The activities of mediation teams at the grassroots level have been effective; in 2022, there were 2 land-related disputes and successful mediations, contributing positively to maintaining village and neighborhood relations, limiting conflicts and disputes that must be resolved at law enforcement agencies, stabilizing security and order (SOC) and social safety in residential areas. Organizing over 1,600 households to sign a commitment not to violate the law, ensuring SOC; 100% of villages, agencies, units and schools registered to achieve the title of standard security and order; 7/7 villages built conventions, village covenants, and built a new cultural lifestyle in residential areas associated with new rural construction.

Mr. Nguyen Thanh Do, Chairman of Ha Binh Commune People's Committee, said: In recent years, Ha Binh Commune has done a good job of disseminating and mobilizing people to compete in economic development, strictly implementing the Party's guidelines and resolutions, and the State's policies and laws; actively responding to and participating in the movement "All people unite to build a cultural life in residential areas", associated with the movement "All people unite to build a new rural area, civilized urban areas". Currently, in the commune, 7/7 villages have been recognized as new rural cultural villages, over 86% of households have achieved the title of cultural families. In the movement of economic development and sustainable poverty reduction, households have actively promoted the restructuring of crops and livestock, and applied scientific and technological advances in production. Average income per capita reached over 51 million VND/person/year. Thanks to the good work of disseminating and popularizing the law, mediation at the grassroots level, and citizen reception, timely and effective settlement of petitions, complaints and denunciations, and arising incidents, for many years, there have been no disputes, complaints beyond the level of authority, large crowds, or complicated cases regarding security and order in the commune; people's awareness and sense of law observance have been gradually raised. People actively participate in protecting national security, well implementing the regulations on democracy at the grassroots level, actively participating in building a clean and strong Party and government, contributing to maintaining political security and social order and safety; promoting socio-economic development, striving to build a commune that meets advanced new-style rural standards by the end of 2023.
