On September 27, a representative of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that the Tan Ky Tan Quy Bridge construction project (Binh Tan District) is ensuring construction progress, reaching more than 15% of the construction package value. However, some related problems have not yet been resolved, potentially affecting progress in the following months.
The land has not been fully handed over and the old investor has not been fully paid.
In order to relieve traffic congestion on Tan Ky Tan Quy road towards Tan Son Nhat airport, the Tan Ky Tan Quy bridge project was started in 2018 with an investment capital of 312 billion VND under the BOT (build - operate - transfer) form. The initial investor was IDECO Infrastructure Development Investment Joint Stock Company. By the end of 2018, the project had to be temporarily suspended due to lack of construction site.
At the end of 2022, the City People's Council approved the policy of allocating more than VND 491 billion to complete Tan Ky Tan Quy Bridge. At the same time, the project's investment form was changed from BOT to public investment. This is also the first project in Ho Chi Minh City to apply this conversion mechanism.
After nearly 6 years of construction suspension, Tan Ky Tan Quy bridge was resumed in June 2024 with the goal of completion by the end of 2024. However, the project is still facing many difficulties.
Tan Ky Tan Quy Bridge is targeted to be completed by December 2024 but is facing many obstacles.
The Compensation and Site Clearance Board of Binh Tan District has handed over the site to 39/43 households that have been demolished, while 4 households have not completed compensation procedures in Binh Hung Hoa A Ward. It is expected that the site handover to the investor will be completed in early October.
In addition to the land acquisition issue, the project is currently in the process of paying for completed volume and interest to the old investor, IDECO Infrastructure Development Investment Joint Stock Company. In November 2023, the Ho Chi Minh City Department of Transport paid the first installment of costs and interest to IDICO of VND 138.3 billion. However, the estimated profit value and interest expense for the second installment of about VND 66 billion are still "hanging" due to waiting for approval from the competent authority.
Up to now, the Department of Finance has not yet consulted or proposed the Ho Chi Minh City People's Committee to ask for guidance from the Ministry of Finance to make the second payment to the investor. Meanwhile, IDECO is also the winning bidder for the remaining construction volume of Tan Ky Tan Quy Bridge at a price of 43.9 billion VND. This affects the financial interests of the existing contractor implementing the project.
Progress is "close", the power grid has not been relocated yet
According to Giao thong Newspaper reporters, the medium and low voltage power poles and transformer stations on both sides of the road at the beginning of Tan Ky Tan Quy bridge have not been relocated. This situation continues from the Tan Ky Tan Quy road project to the Tan Ky Tan Quy bridge project. Many people are upset because the entire road has been widened but there are power poles in the middle of the road, which is extremely dangerous. Many opinions suggest that the power grid and telecommunication cables should be buried underground to make the road spacious and clean.
However, in Document No. 3165/EVNHCMC-KH of Ho Chi Minh City Electricity Corporation on the relocation of the power grid, this unit assessed that if implemented in the form of lump-sum compensation, the minimum time for the relocation of the power grid could not be completed until the end of 2025. This would not be in sync with the completion progress of the Tan Ky Tan Quy bridge project. Therefore, the only option left is to continue the relocation.
People expect the power grid to be underground in sync with Tan Ky Tan Quy road and bridge, but the electricity industry said there is no plan to do so in the 2021-2025 period.
On the other hand, in the plan to bury the power grid and telecommunication cables of the Ho Chi Minh City People's Committee in the period of 2021-2025, there is no plan to bury the power grid of Tan Ky Tan Quy bridge. Therefore, the electricity industry has no basis to balance and arrange appropriate capital sources for implementation.
Undergrounding the power grid in this area is not really necessary because relocating and re-establishing the above-ground power grid still ensures the safe and stable operation of the power system and limits costs and prolongs the time of grid relocation.
Faced with such problems, the Ho Chi Minh City Transport Department reported to the Department of Transport and the Department of Industry and Trade of Ho Chi Minh City and proposed that the Ho Chi Minh City People's Committee implement the relocation and re-establishment, and floating of power cables and transformer stations so that the Tan Ky Tan Quy bridge project can be completed on schedule.
