The Power of the Year of the Dragon
With the power of the Dragon, in the year of the Dragon, the country overcame challenges, rose high, flew far, conquered many milestones, political and social stability; economy exceeded expectations; national defense and security were solid; international integration was deep and comprehensive, contributing responsibility, position and international prestige were enhanced.
Pioneering, accompanying the nation, proactive, active and effective diplomacy on all three pillars, channels and fields, with outstanding marks and important achievements. High-level diplomacy was vibrant with 60 activities of key leaders, domestically as well as on continents, at summits, world and regional forums, etc., signing many documents, proposing new initiatives and ideas, deepening the framework of relations with partners, clarifying a strong, trustworthy, loyal and responsible Vietnam, winning the hearts of the international community.
Continue to promote the core role, enhance the effectiveness of multilateral diplomacy; integrate deeply, proactively and comprehensively into the international community, bringing Vietnam into the common flow, both taking advantage of positive energy sources and maintaining national identity, becoming a model of development cooperation.
In the context of a tense and deeply divided world, Vietnam is the only country that maintains and develops a comprehensive strategic partnership with three major powers: China, Russia and the United States; maintains independence and autonomy, creates a favorable situation, and a framework for long-term stable relations with other partners.
Conducting methodical, drastic, breakthrough, practical economic diplomacy, improving the effectiveness of cooperation in many areas, with partners, exploring new markets with great potential; affirming the role as an important driving force for the strong development of the country's economy.
Diplomacy continues to promote its pioneering role, mobilizing external resources for national development; together with national defense and security, it performs well the important and regular task of maintaining a peaceful and stable environment, firmly protecting the Fatherland early and from afar.
Ministries, sectors and localities harmonize in a rich, heroic and attractive chorus. The strength of the entire people is strongly promoted through widespread, practical and concrete activities of people's diplomacy. 2024 is a fruitful year for colorful cultural diplomacy, a spiritual foundation, spreading the values and strength of the country and people, creating momentum for integration and development.
In particular, the year of Giap Thin creates a high level of unity in the opportunities and inevitability of the new era and gradually prepares for the journey to new heights. That is an extremely valuable, proud and also an expectation for the country to enter the Spring of At Ty. Imprints of Spring in the Year of the Snake
In the spring of Tan Ty year 981, King Le Hoan commanded the defeat of the enemy on Bach Dang river, contributing to defeating the first invasion of the Song Dynasty. In 1077, General Ly Thuong Kiet established the Nhu Nguyet defense line on Cau river to fight against the invading Song army led by Quach Quy. Legend has it that on January 18, 1077, the heroic poem "Nam Quoc Son Ha" - the first declaration of the nation resounded heroically on the sacred land, encouraging the spirit of our army and people to defeat the enemy.
On December 24, Dinh Ty year (January 29, 1258), King Tran Thai Tong commanded the Dai Viet army and people to launch a major counterattack in Dong Bo Dau (Long Bien, Hanoi today), causing heavy losses to the enemy, forcing them to retreat back to their country, opening a peaceful spring for the country. In the spring of Quy Ty 1533, King Le Trang Tong ascended the throne, established the Le Trung Hung Dynasty (later Le), opening the longest-lasting feudal dynasty in history (1533-1789).
Exactly 240 years ago, on January 19, 1785, the Spring of At Ty, the Tay Son army won the glorious victory of Rach Gam - Xoai Mut, the largest naval battle in history, defeating fifty thousand Siamese troops. From that victory, the Tay Son dynasty grew stronger and stronger, expanding its prestige to Phu Xuan, Bac Ha.
Going back in history, in the second lunar month of the year Ky Ty, 1149, King Ly Anh Tong issued an edict to establish Van Don trading port, Quang Ninh, the first trading port, creating favorable conditions to expand international trade by sea.

After 30 years of wandering around the world, on the second day of the Lunar New Year (January 28, 1941), leader Nguyen Ai Quoc crossed the Vietnam-China border in Ha Quang, Cao Bang, to directly lead the revolution. In Pac Bo, he directed the construction of a base, organized national salvation organizations, opened training classes, and prepared for the Party Central Committee Conference, opening a turning point for the Vietnamese revolution.
The Spring of the Year of the Snake is often associated with important events, beginning in many fields, creating turning points, paving the way in the development journey of the nation. It is expected that the Spring of At Ty will continue to be the beginning of new milestones.

Year of the Snake, a stepping stone for a new beginning
2025 has many major events, the 80th anniversary of National Day, the 50th anniversary of national reunification, the 30th anniversary of Vietnam joining ASEAN, the 80th anniversary of the establishment of the Diplomatic Service... Especially, it is the year to create momentum and prepare for the country to enter a new era, an era of development and prosperity, based on three factors and pillars of decisive significance: building a solid foundation and "launching pad"; breaking through to remove institutional bottlenecks; creating strong momentum, enough to bring the country to break through to new heights.
The great journey must be carefully prepared, right now. The new era requires a worthy document, additions and developments to the Political Platform and a team of strategic cadres with enough heart, capacity, courage and intelligence, to act as the core to firmly consolidate the foundation, remove bottlenecks and barriers and create development momentum for a new stage. There are many national and major matters to create a new stature for the country.
First of all, we must continue to thoroughly grasp the understanding of the new era, the urgent demands, opportunities and challenges throughout the entire Party, people and army. From there, we can innovate our thinking, strategic vision, methods and speed of action to meet new demands.
On that basis, carry out a revolution in the organization and operation of the political system from the central level, ministries to localities and grassroots. The revolution affects nearly five thousand legal documents, millions of people, requires sacrifice, puts the common interest above personal interests, and takes a pioneering and exemplary role, especially of the leader. The revolution in the organization and apparatus must be carried out scientifically and resolutely, and basically completed in the first quarter of 2025.
At the same time, in the final year of the term, we must make resolute efforts to successfully complete the goals of the Resolution of the 13th Party Congress; successfully hold Party congresses at all levels; complete draft documents and prepare personnel for the 14th Party Congress.
The difficulty is that it must be carried out simultaneously, there is work that requires “running and lining up at the same time”, but the requirements are very high, not allowing one task to affect or hinder another. Therefore, it must be carried out synchronously, comprehensively and centrally; resolutely and cautiously; scientifically and firmly, thoroughly, with reason and emotion.
In the new context, diplomacy needs to deeply perceive its pioneering mission, a bridge between Vietnam and the world, creating new opportunities, positioning Vietnam favorably in the flow of the times, combining internal and external forces, national strength with the strength of the times, and raising the level together with the country.
Promoting the role of economic diplomacy, continuing to renew traditional growth drivers, expanding markets, cooperation, transferring semiconductor chip technology, artificial intelligence (AI); joining forces with digital transformation, green transformation, and developing science and technology to create momentum and breakthroughs for the country.
Promote the characteristics of people-to-people diplomacy and cultural diplomacy, shift more strongly from exchange to cooperation, promote tourism, investment, trade, attract resources for construction and development. Closely coordinate with national defense and security to complete important tasks, regularly protect the Fatherland early and from afar, maintain a peaceful environment for national construction and development.
Proactively and promptly identify challenges, seize opportunities, propose policies and solutions to attract the highest level of external resources, properly handle complex relationships and situations; proactively initiate and propose initiatives, promote the core and leading role in important international issues and mechanisms of strategic significance, in line with national and ethnic interests, and actively contribute to peace, cooperation, development and progress of humanity.
To fulfill the mission, it is necessary to build and perfect Vietnamese diplomacy to become more comprehensive, modern, and professional. The focus is on digital transformation in thinking and action; innovation in a lean, strong, and modern organization; building a team of brave, intelligent, daring cadres who dare to think, dare to do, dare to innovate, dare to pioneer, make breakthroughs, and have skills and qualifications on par with international standards.
The greater the honor, the greater the responsibility. The atmosphere of the Spring of At Ty is filled with enthusiasm, urging cadres, party members, civil servants, and diplomatic officials to strive like Phu Dong Thien Vuong in the cause of building and defending the Fatherland.
