Survey and complete the legal framework for United Nations peacekeeping operations

On the afternoon of April 14, in order to serve the review of the draft Law on Participation in United Nations (UN) Peacekeeping Forces, a working delegation of the Committee on National Defense, Security and Foreign Affairs led by Deputy Chairman of the Committee, Lieutenant General Do Quang Thanh, conducted a survey at the Center for Training and Capacity Building for Peacekeeping in Van Giang District, Hung Yen Province.

At the meeting, Major General Nguyen Sy Quang, Chief of the Ministry of Public Security's Permanent Office on UN peacekeeping, said that Vietnam in general and the Ministry of Public Security in particular sending forces to participate in peacekeeping activities have so far made many important and substantial contributions to the implementation of the foreign policy of the Party, State and Government of Vietnam.

Develop a Law on Participation in UN Peacekeeping Forces to perfect the legal framework for participation in UN peacekeeping activities; promptly institutionalize the Party's guidelines and policies, the Constitution, policies, laws of the State and international treaties to which Vietnam is a member; overcome shortcomings and limitations of current regulations; improve the effectiveness of management, command, direction, administration and task implementation; ensure reasonable regimes and policies; shorten the process and legal procedures in assigning, adjusting, extending working terms, withdrawing forces, especially forces in emergency cases; and handle issues arising in the locality.

According to Colonel Le Quoc Huy, representative of the Permanent Office for UN Peacekeeping, Ministry of Public Security, the working session is an important event to help evaluate the process of implementing policies and laws; collect and provide information documents for National Assembly deputies to study in the process of reporting to the National Assembly Standing Committee for comments on the draft Law on Participation in UN Peacekeeping Forces, then submit it to the National Assembly in the session in May 2025.

Reporting on the results of the Ministry of Public Security's participation in UN peacekeeping activities in recent times, Colonel Le Quoc Huy said that, as the permanent unit and focal point in implementing the People's Public Security Project to participate in UN peacekeeping activities, the Standing Office has proactively advised and proposed the Central Public Security Party Committee and the leaders of the Ministry of Public Security to effectively implement the overall project on Vietnam's participation in UN peacekeeping activities approved by the Politburo.

Regarding the completion of the legal corridor in the field of UN peacekeeping, Colonel Le Quoc Huy emphasized that the Office has researched and proposed that the Ministry's leaders coordinate with the Ministry of National Defense to develop a Law on participation in UN peacekeeping forces (expected to be submitted to the National Assembly in May 2025).

At the same time, amend and supplement Decree 162/ND-CP of the Government stipulating policies and regimes for organizations and individuals participating in UN peacekeeping activities.

In addition, the force has also promoted international cooperation, proactively advised and proposed to the leaders of the Ministry of Public Security, invited the UN Deputy Secretary General in charge of peacekeeping, the UN Police Commander to work with the Ministry of Public Security on the field of UN peacekeeping... Thereby, strengthening international cooperation activities in the field of peacekeeping.

Regarding force building, organize the selection from the Public Security of units and localities of officers and soldiers with sufficient capacity, qualifications, qualities and expertise; at the same time, meet the UN standards in the form of individuals and units.

Propose to the Ministry's leaders to approve training programs for individuals and units according to UN standards; build a team of lecturers according to UN standards and proactively conduct training and coaching...

In addition, the work of disseminating and educating the law on the participation of the People's Public Security in UN peacekeeping activities has also been promoted.

Appreciating the results of the People's Public Security Forces' participation in the UN peacekeeping mission, Lieutenant General Do Quang Thanh, Deputy Chairman of the National Defense, Security and Foreign Affairs Committee, Head of the survey delegation, said that this was the result of the sense of responsibility and efforts in training, drills, and exercises of officers and soldiers. At the same time, Lieutenant General Do Quang Thanh expressed sympathy for the difficulties and challenges the force encountered in the process of carrying out the mission.

The Vice Chairman of the Committee on National Defense, Security and Foreign Affairs also stated that the survey provided the delegation with more useful and practical information for the Committee to complete the review, acceptance and revision of the draft Law on Participation in UN Peacekeeping Forces. Thereby, contributing to the completion of the legal system, creating the best legal corridor for performing tasks and participating in UN peacekeeping forces.

Also at the working session, the survey delegation and delegates visited the exhibition of vehicles and equipment of the Peacekeeping Police Unit (FPU) No. 1; the training center's facilities; especially the combat exercise which will comply with the standards and regulations of the United Nations, international law on the levels of use of force, negotiation skills and the language of communication and negotiation is English.
