Policy credit capital helps escape poverty

NDO - With a fragmented terrain and low starting point, in 108 communes, wards and towns in 8 districts and cities of Bac Kan province, using what “lever” to boost the economy and help people escape poverty is a difficult problem. And a large part of the solution to that problem lies in social policy credit capital.


Previously, Mr. Ly Van Kieu's household in Na Vai village, Nghien Loan commune (Pac Nam district) was a poor household with many economic difficulties. In 2018, with the support of the Social Policy Bank, Pac Nam district branch, he borrowed 50 million VND to invest in buffalo farming.

By 2021, with advice, support and encouragement, he boldly borrowed 100 million VND to raise fattened and reproduced buffaloes and cows. Currently, his family has 1,000m2 of elephant grass, in the barn there are often 13-15 fattened and reproductive buffaloes and cows. On average, each buffalo or cow can be sold after 3 months of fattening, each earning a profit of 1 to 3 million VND.

The model of using social policy credit loans to develop livestock farming and fattening buffalo and cows is a bright, unique spot in economic development in Pac Nam district.

Thanks to that, Pac Nam district has maintained and developed Nghien Loan and Cong Bang cattle markets, with thousands of cattle traded each session. People have escaped poverty, become rich and have sustainable livelihoods thanks to the loans.

More than 20,000 people have received loans, more than 1,600 households have overcome the poverty line, nearly 1,000 houses for poor households have been built... are impressive numbers in 10 years of implementing policy credit in Pac Nam district.

In the past 10 years, in Pac Nam, the Social Policy Bank has disbursed loans of more than VND 895,091 million to 23,710 poor households, near-poor households and other policy beneficiaries. From 2014 to 2024, the whole district has 694 students receiving loans; 1,685 workers have received jobs from the National Employment Fund, 1,488 workers have been sent to work abroad for a limited period of time...

In Bac Kan, over the past 10 years (from 2014-2024), 170,143 poor households and other policy beneficiaries have received loans from the Social Policy Bank, of which 22,676 households have escaped poverty; 1,110 students in difficult circumstances have received loans to study; 19,483 workers have received jobs from the National Employment Fund; 3,616 workers have been sent to work abroad for a limited period; 67,457 clean water and environmental sanitation works have been built; 1,390 houses for poor households and other policy beneficiaries...

In 2024 alone, the total outstanding balance of credit programs will reach more than VND 3,440 billion, an increase of more than VND 150 billion compared to December 31, 2023, a growth rate of 4.77%. The total capital entrusted from the local budget will reach VND 354 billion, an increase of more than VND 44 billion compared to December 31, 2023. The whole province has 13,273 poor households and other policy beneficiaries receiving loans...

Identifying preferential credit policy capital as a "lever" to support the poor, enterprises, and production and business cooperatives, the Bac Kan Provincial Branch of the Bank for Social Policies has closely followed the directives and instructions of the Central Government and the province, quickly bringing policy capital to the right beneficiaries.

Lending is carried out in the direction of shortening procedures, reducing time for processing documents but still ensuring compliance with regulations. The branch promotes propaganda about the content, role and significance of credit programs so that those in need can clearly understand, thereby, the implementation of preferential credit policies closely follows the policies, plans and goals of the locality, meets the needs of the people and brings the highest efficiency.

According to Director of Bac Kan Social Policy Bank Branch Ha Sy Con, implementing Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership over policy credit and documents of the province, units and localities in the province have organized and implemented well the work of social policy credit. Thereby, mobilizing and concentrating financial resources, meeting the borrowing needs of the poor and other policy beneficiaries.

According to the assessment of the Bac Kan Provincial Party Committee, the implementation of Directive No. 40-CT/TW of the Secretariat has promoted the combined strength of the entire political system in implementing social policy credit in the province.

Thereby, it has promoted its role as a lever to promote economic development, helping poor households, near-poor households and other policy beneficiaries access policy credit capital to develop production, create jobs, increase income, and escape poverty. Social policy credit has increasingly affirmed its role as a pillar of the policy system in the area.

Accompanying the Social Policy Bank, Bac Kan Provincial Party Committee directed local Party committees and authorities at all levels to thoroughly grasp and implement the Party's guidelines and the State's policies on social policy credit.

Strengthen leadership, direction and include social policy credit activities in monthly and annual work programs and plans of units and localities.

Replicate effective economic models, focus on commendation, promote diffusion to gradually reduce poverty, improve quality of life and truly promote loan capital.
