In 2024 and the first two months of 2025, capital sources in 5 provinces have helped nearly 58,000 poor households, near-poor households, and newly escaped poverty households to borrow capital; supported and created jobs for 42,000 workers, nearly 1,000 workers to work abroad for a limited period; helped nearly 8,300 students in difficult circumstances to borrow capital for their studies; built 152,400 clean water and sanitation works; 137 social housing units for subjects under Decree 100; supported residential land, housing, production land, job conversion and production development according to the value chain for 246 ethnic minority households borrowing capital under Decree No. 28/2022/ND-CP of the Government.

In addition to completing credit growth targets, the 5 branches have also been active in inspection work before, during and after lending, ensuring that borrowers use capital for the right purpose, effectively and have the ability to repay when due. At the same time, promote the role and responsibility of the Chairman of the People's Committee at the commune level in managing, inspecting, supervising, and removing difficulties and obstacles in implementing social policy credit in the area.

However, the work of CCNCCLHĐ and CLTD still has some shortcomings and difficulties, such as: Some Party committees and authorities at the commune level have not paid attention to and directed strongly the work of CCNCCLHĐ and CLTD; the quality of activities of Savings and Loan Groups is not uniform; the entrustment activities at some socio-political organizations at the commune level have changed but are still slow and ineffective. Some households do not have the awareness to improve their lives, still have the mentality of waiting and relying on others, do not have the awareness of saving, and have not raised the responsibility to repay debts and interest to the State, thereby directly affecting the quality of credit as well as debt collection. In addition, the impact of epidemics, climate change, and natural disasters also directly affect the lives, jobs and incomes of people, thereby making it difficult to repay debts and interest to banks.

Speaking at the Conference, General Director of the Vietnam Bank for Social Policies Duong Quyet Thang acknowledged and highly appreciated the members of the Steering Committee for CCNCCLHD and CLTD for spending a lot of time going to the grassroots, surveying, grasping the situation, learning about customs and practices, coordinating to build and closely directing the implementation of appropriate consolidation plans for each locality and each target group.

To promote the achieved results and have more effective solutions and directions in 2025, the General Director requested 5 branches of the VBSP to proactively advise and effectively organize Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period, and allocate local budget capital to the VBSP for lending to poor households and other policy beneficiaries in the area.

Provincial branches of the Social Policy Bank proactively report and advise the Board of Directors of the Social Policy Bank at all levels to focus on directing synchronous solutions to consolidate and improve the quality of operations and credit quality; strengthen inspection and supervision of credit activities in the area. At the same time, coordinate with authorities at all levels to strengthen the review and debt settlement for borrowers who have left their place of residence; focus on handling risky debts due to objective reasons, ensuring the right subjects, transparency, accuracy, and compliance with regulations. In addition, implement good communication so that people understand the State's policy on social policy credit to fulfill the obligation to borrow and repay.
