On March 28, at the headquarters of the Ministry of Foreign Affairs, Foreign Minister Bui Thanh Son received Mexican Deputy Foreign Minister Carmen Moreno Toscano.
At the meeting, Minister Bui Thanh Son expressed his delight at the good bilateral relationship over the past 48 years since the two countries established diplomatic relations (May 19, 1975 - May 19, 2023); affirmed that Vietnam always attaches importance to and wishes to further deepen the traditional friendship and good cooperation between the two countries, towards establishing a suitable partnership framework between Vietnam and Mexico in the coming time.
Minister Bui Thanh Son suggested that the two Ministries of Foreign Affairs continue to coordinate closely and actively promote the exchange of high-level delegations of the State and the National Assembly, as well as between Committees, Ministries and localities; actively implement the results of the online talks between National Assembly Chairman Vuong Dinh Hue and President of the Mexican Senate Olga Sanchez Cordero in July 2022; continue to cooperate closely, coordinate viewpoints and support each other at international organizations and multilateral forums of which Vietnam and Mexico are members, especially the United Nations and APEC; coordinate to promote cooperation between Vietnam and the Pacific Alliance (AP) and between Mexico and the Association of Southeast Asian Nations (ASEAN).
Mexican Deputy Foreign Minister Carmen Moreno Toscano expressed her pleasure in visiting Vietnam for the first time, emphasizing her admiration for the heroic historical tradition of the Vietnamese people in general and President Ho Chi Minh in particular; admiring and appreciating Vietnam's important achievements in all aspects in recent years, especially in economy, society, foreign relations and economic recovery and development, ensuring social security after the Covid-19 pandemic.
Ms. Carmen Moreno Toscano emphasized that Vietnam is one of Mexico's important political and economic partners in the Asian region, especially when both countries are members of the Asia-Pacific Economic Cooperation Forum (APEC) and CPTPP; expressed full agreement with the opinions and proposals of the Vietnamese Foreign Minister, affirming that the Mexican Ministry of Foreign Affairs will continue to closely coordinate with the Vietnamese Ministry of Foreign Affairs to concretize the proposed directions and measures to bring the relationship between the two countries deeper and more effective, bringing practical benefits to the people of the two countries.
On the same day, Deputy Foreign Minister Do Hung Viet and Deputy Foreign Minister Carmen Moreno Toscano held the 7th Political Consultation Session to share information on the situation in each country, agree on measures to strengthen bilateral relations in the coming time, and discuss international and regional issues of mutual concern.

At the political consultation, the two sides agreed to continue to further promote bilateral cooperation, especially in economics and trade, effectively exploit the advantages of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of which both countries are members, and continue to improve the legal framework to enhance the effectiveness of bilateral cooperation; maintain and promote the effectiveness of the Political Consultation mechanism between the two Ministries of Foreign Affairs, the Joint Committee on Economic, Trade and Investment Cooperation; accelerate the negotiation process to sign cooperation documents in the fields of diplomacy, finance, agriculture, animal and plant quarantine, education and training and defense to improve the legal framework for sustainable development of bilateral cooperation.
The two sides highly appreciated the effectiveness of cooperation between the two countries in recent times at international multilateral forums, especially at the United Nations, and expressed their desire to continue close and timely coordination in the coming time.
Immediately after the Political Consultation Session, the two Deputy Ministers signed a Memorandum of Understanding on cooperation in the field of diplomatic training between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of the Federal Republic of Mexico.
During the visit, Deputy Minister Carmen Moreno Toscano laid a wreath and visited President Ho Chi Minh's Mausoleum; and met with the Vietnam - Mexico Friendship Parliamentarians' Group.
