On February 7, at a meeting on the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Finance, Deputy Minister Nguyen Duc Chi reported clearly on the viewpoint of developing the decree to ensure proper implementation of the Party and State's guidelines, orientations and policies on restructuring and streamlining the apparatus, improving the effectiveness and efficiency of state management of financial management.
On the basis of merging the Ministry of Finance and the Ministry of Planning and Investment, review the functions and tasks of the units under the two ministries, plan to arrange the two ministries after merging and consolidating and receiving the functions and tasks of related units.
The Ministry of Finance reported on the plan to merge administrative organizations with overlapping functions and tasks from 10 units into 5 units. Merge and consolidate administrative organizations with connected, interconnected or similar functions from 20 units into 8 units and maintain administrative organizations that are independent in terms of professional expertise or have specific characteristics (12 units).
Deputy Prime Minister Ho Duc Phoc commended and highly appreciated the sense of responsibility of the Ministry of Finance, the Ministry of Planning and Investment and relevant agencies in coordinating and developing the draft Decree, achieving high consensus and unity.

According to preliminary calculations, after merging the two ministries and merging Vietnam Social Security into the Ministry of Finance, the number of focal points will decrease by about 3,600, equivalent to 37.7% compared to the current number of focal points of units and organizations of the Ministry of Finance, Ministry of Planning and Investment, and Vietnam Social Security.

Minister of Planning and Investment Nguyen Chi Dung said that the Ministry of Planning and Investment and the Ministry of Finance have coordinated very well, urgently and seriously implemented the directions of the Central Government and the Government on restructuring and streamlining the apparatus and unifying the plan, and currently the draft Decree has no issues with different opinions.
In his directive speech, Deputy Prime Minister Ho Duc Phoc requested the two ministries and relevant agencies to continue reviewing and ensuring that no functions, tasks, or scope of work are overlooked so that the new apparatus can operate smoothly and effectively.
The Government leaders highly appreciated the pioneering and revolutionary spirit of the Ministry of Finance, the Ministry of Planning and Investment and relevant agencies in developing plans, arranging and streamlining the apparatus (proposing to reduce up to 46% of focal points).
Emphasizing that the Ministry of Finance is the "core" ministry - the "blood vessel" of the economy, the Deputy Prime Minister requested that "once the arrangements are completed, the work must run".
Deputy Prime Minister Ho Duc Phoc also gave his opinion on the contents related to the merger of Vietnam Social Security; organization of departments in some special cases; organization of the system of statistical agencies, specialized inspection; public service units; receiving, arranging and assigning personnel, ensuring material facilities for the operation of the new Ministry of Finance.
