Late handover of premises
The Project Management and Land Fund Development Board of Thoi Lai district, Can Tho city has just sent a report to the People's Committee of Thoi Lai district on the progress of the project to raise the clearance of bridges in Can Tho.
In the report, the Project Management Board said that, of the 5 bridges in the project, the Thoi Lai bridge (new) has not yet had its site handed over.
Of the total 89 affected households with a total area of 1.31 hectares, 6.93 billion VND has been paid to two households according to the temporary approval decision.
The authorities are finalizing the compensation plan, submitting it for approval to 42 households and preparing documents to issue a decision to compulsorily count one household, to complete the compensation plan for all affected households.

Meanwhile, Mr. Nguyen Trung K - a resident affected by the project said: "I have a house with more than 100m2 of land involved in the project. With the compensation rate of nearly 1.35 million VND/m2 for residential land and 310,000 VND/m2 for garden land, I have no objections, just waiting for compensation payment."
According to Mr. Nguyen Vu Linh, Deputy Director of the Project Management and Land Fund Development Board of Thoi Lai district, the fact that the district does not have a centralized resettlement area also causes difficulties for the authorities.
Therefore, recently, households affected by the new Thoi Lai bridge project have been mobilized to receive money for resettlement at a provisional price of 1.7 million VND/m2.
This is also the difficulty that has caused the speed of land clearance for Thoi Lai bridge to be slow in the past, because some households are waiting for the official resettlement price. Because the nearest time to hand over the land to the construction unit was September 15.
“Regarding the compensation price, the lowest is for perennial land (this area does not have rice fields) at 310,000 VND/m2. For residential land, the highest compensation is about 16.5 million VND/m2 (located on the frontage of Thoi Lai-Truong Xuan street). People agree with this price range…”, Mr. Linh said.
The site must be handed over by October 15th at the latest.
Previously, on August 17, the working delegation of the Ministry of Transport led by Deputy Minister Nguyen Xuan Sang had a working session with leaders of Can Tho City and related departments on the progress of the Project to increase the clearance of road bridges crossing the national inland waterway - phase 1 (Southern region).
Can Tho has 5 bridges in the project including: O Mon, Thoi Lai, Dong Binh, Dong Thuan and Vam Xang - Thi Doi bridges under package XL02 with a total contract value of nearly 400 billion VND, total construction output estimated at over 3.8%.

The project has been allocated medium-term public investment capital. If the project is not completed by the end of 2025, meaning it cannot be disbursed, there will be no more money to implement it.
According to Mr. Nguyen Xuan Sang, projects need land quickly to have enough time for construction, so the deadline for handing over the land must be set.
Recently, Can Tho City People's Committee also issued a document, requesting Thoi Lai District People's Committee to promote and hand over the Thoi Lai bridge site no later than October 15.
According to Mr. Vu Linh, in addition to one household waiting for mandatory counting, the total amount of money needed for compensation and clearance for the new Thoi Lai bridge project is about 36.7 billion VND (6.93 billion VND has been spent).
In the next few days, the investor will transfer more money, and the district will speed up the payment to the people, striving to complete the handover of Thoi Lai bridge site on time.
"If the investor transfers the money early, we will pay and hand over the site immediately," said Mr. Huynh Thanh Phuong, Vice Chairman of Thoi Lai District People's Committee.
In addition to Thoi Lai bridge, this district also has Dong Thuan bridge (requiring more than 0.94 ha of land) and Dong Binh bridge (nearly 0.63 ha) which are part of the project to increase clearance of road bridges crossing the National Inland Waterway - Phase 1 (Southern region).
According to Mr. Phuong, the measurement and counting work to clear the land for these two bridges has been completed, and the compensation and resettlement plan is being implemented. The district has also paid nearly 9 billion VND to households affected by these two bridges...
The project to increase the clearance of road bridges crossing the National Inland Waterway - Phase 1 (Southern region) invests in the construction of 11 bridges; of which 9 new bridges will be built, one bridge will be renovated, and one bridge will be dismantled in the provinces of Long An, Ben Tre, Can Tho, Dong Thap, Kien Giang and Vinh Long.
The total investment for these bridges is about 2,155 billion VND. The project started in January 2024 with the Waterway Project Management Board (Ministry of Transport) as the investor.
