According to Associate Professor Dr. Nguyen Thu Thuy - Director of the Department of Higher Education, Ministry of Education and Training, setting an early admission limit of no more than 20% of the target is to create fairness among candidates when applying.

The Ministry of Education and Training has just announced a draft circular amending and supplementing a number of articles of the Regulations on admission to university and college levels in preschool education with many new points.
In particular, it is expected that the Ministry of Education and Training will stipulate that training institutions can consider early admission in an appropriate manner. The early admission quota is determined by the school but not exceeding 20% of the quota for each major, group of majors, etc.
In addition, if considering transcripts, the entire 12th grade score must be used, and admission methods must be converted to a common score scale...
Speaking to Tuoi Tre Online , Associate Professor Dr. Nguyen Thu Thuy - Director of the Department of Higher Education, Ministry of Education and Training - said that the draft revised circular focuses on overcoming shortcomings in current enrollment work.
The first is to overcome the shortcomings when training institutions use many methods and subject combinations for admission to the same training program or major, including the fact that some training institutions reserve too many quotas for early admission, or set too many bonus points for foreign language certificates.
The second is to meet the requirements of innovations in the 2018 General Education Program, creating a positive impact on teaching and learning at the high school level.
Other amendments and supplements are mainly technical in nature, facilitating the registration and admission process.
According to Ms. Thuy, the 20% limit is based on the practical situation of enrollment work in recent years so that early admission only focuses on candidates with outstanding abilities and academic achievements, limiting the impact on students' studies in the final semester of grade 12 and high school graduation exam preparation.
The most important thing is to create fairness among candidates when applying, not all students are able to participate in early admission before completing grade 12.
"Reducing the scale of early admission not only does not cause difficulties but also creates more favorable conditions for the admission work of schools and candidates. Whether early admission is considered or only considered in the general round, the total number of candidates registering for admission will not change, so why do schools have to work so hard to compete for early admission?
Why do students who have not completed grade 12 have to struggle to apply to many places and then feel uneasy about studying, while the Ministry of Education and Training has a common enrollment support system with a complete database and an online process that is completely convenient for both candidates and schools?
It's time for us to look back at the early enrollment trend (which has only become popular in the last 5-6 years) in a very objective way to find fundamental solutions and completely resolve the problems arising from it," said Ms. Thuy.
According to Ms. Thuy, the regulation that admission based on transcripts must use the results of the entire 12th grade of the candidates is also a supplementary measure to create a positive impact on teaching and learning in 12th grade, while increasing the fairness and effectiveness of the admission process.
Methods and combinations are all on one scale.
According to Ms. Thuy, the biggest impact of this new regulation is that early admission by schools will be automatically limited. Therefore, the revised draft also guides the determination of early admission quotas to ensure that the admission scores (equivalent conversion) of early admission methods cannot be lower than the admission scores of the general planned admission round.
At that time, all candidates applying to a training program will be considered fairly based on a common score scale and a common admission standard. The chance of admission for truly capable candidates will increase and the quality of input from schools will also increase.
"Schools still have the opportunity to consider early admission to proactively compete to recruit the best candidates, while students with the best abilities still have the opportunity to be admitted early to proactively decide on the most suitable learning path.
In addition, when early admission is limited, some other problems will also be overcome, such as schools having to spend too much time and resources on early admission (the real benefit is just a more proactive and secure mentality when having early results), or many 12th graders neglect their studies when they know their admission results (not only affecting their own academic results but also negatively affecting teaching and learning in class and at school)," Ms. Thuy said.
