VEC plans to increase fees on 4 expressways

According to the Vietnam Expressway Corporation (VEC), in the first 9 months of 2023, expressways managed and operated by VEC safely served more than 45.3 million vehicles, an increase of 12.41% over the same period in 2022.

VEC plans to increase fees on 4 expressways managed by this enterprise in 2024.

Specifically, the Cau Gie - Ninh Binh expressway has the highest traffic volume with 15.8 million trips, but the growth rate is the lowest of the 4 routes, only 8.5% compared to the same period in 2022.

Ranking second in terms of traffic is the Ho Chi Minh City - Long Thanh - Dau Giay expressway with 15.4 million vehicles, a growth of 9.65% over the same period last year.

Meanwhile, the Noi Bai - Lao Cai expressway grew impressively in the first 9 months of this year, and was the highest among VEC's 4 expressways with 21.43% compared to the same period in 2023. However, the traffic volume of the route only ranked 3rd (12.3 million vehicles).

The Da Nang - Quang Ngai Expressway continues to hold the second position in terms of growth, but traffic volume on the route is still the last among the four expressways (only 1.8 million trips).

The official operation of the ETC toll collection system on 4 expressways of VEC has been effective. However, according to the representative of VEC, in reality, the ETC toll collection operation process and standards and the old load weighing system operation process and standards are not synchronized, leading to some difficulties and problems in controlling vehicle load.

To overcome this, the competent state management agency is finalizing and issuing guidelines on the organizational model and technical standards for the load weighing system when operating the ETC toll collection system. In the meantime, VEC has directed the operating units to add directional signs; integrate the weighing system with the ETC toll collection system; and increase the application of technology of the appropriate vehicle load checking weighing system.

Notably, the VEC representative also said that according to the schedule of periodic fee increases every 3 years based on Decision No. 2323/QD-BGTVT in 2021 of the Minister of Transport, VEC is developing a plan to increase road service prices for 4 expressway projects in 2024 to ensure financial solutions as well as debt repayment capacity.

Most recently, VEC has adjusted the service price for two groups of vehicles: type 4 (trucks with a load capacity from 10 tons to under 18 tons; trucks carrying goods in 20-foot containers) and type 5 (trucks with a load capacity from 18 tons or more; trucks carrying goods in 40-foot containers) on the Cau Gie - Ninh Binh and Ho Chi Minh City - Long Thanh - Dau Giay expressways. The adjustment starts from 0:00 on September 1.
