Hai Phong: Ensuring security and safety during enforcement

The Hanh Phuc Lake flower garden construction investment project was approved by Hai Phong City in Decision No. 2679/QD-UBND dated September 6, 2023. To implement the project, Kien An district recovered land from Hai Phong Housing Management and Trading Company Limited with an area of ​​1,339.3m2, with 25 households currently using, including 699.11m2 of rented houses and 640.19m2 of households expanding their use within the premises of the Management Company.

When carrying out procedures to reclaim land within the reclaimed boundary to implement the Project, 21/25 households renting houses from Hai Phong Housing Management and Trading Company Limited did not comply with the provisions of the law; requested and recommended many contents, while failing to provide legal evidence to protect their legitimate rights and interests.

Forces involved in enforcement.

Kien An District People's Committee and the Compensation, Support and Resettlement Council implementing the project have propagated, mobilized and held dialogues many times to consider and resolve the petitions of households according to the provisions of law, but the households continue to not comply.

According to the People's Committee of Kien An district, before the enforcement, the Enforcement Board mobilized and persuaded 21 households to comply with the Decision on compulsory land recovery; the results showed that 6 households complied, the Enforcement Board made a record of compliance and the households immediately handed over the land to the district to implement the Project.

By the afternoon of April 9, the remaining 15 households had submitted a collective petition with the content of complying with the land acquisition policy, complying with the handover of the site but not receiving compensation and support and requesting to hand over the site on May 5. Kien An District People's Committee and the Land Acquisition Enforcement Board did not agree because they did not meet the project implementation progress.

To speed up the progress of land acquisition and clearance, and complete the Hanh Phuc Lake Flower Garden Project, on April 10, the People's Committee of Kien An District implemented the prescribed procedures and deployed forces to enforce the land recovery of the above 15 households. The enforcement process took place in accordance with the prescribed procedures, ensuring absolute security, order, and safety in the area.

Immediately after completion, Kien An District People's Committee handed over the site to the investor to manage and organize project construction according to the set plan.

The Hanh Phuc Lake flower garden construction investment project has a total investment of nearly 80 billion VND, with a total planning area of ​​nearly 24,000 m2. The project is implemented to renovate and upgrade the central urban area, create landscapes and public works for social welfare with high cultural value; improve the quality of spiritual life of people in the inner city area and build, develop and modernize the urban area of ​​Tran Thanh Ngo ward in particular, Kien An district in general, with green and civilized characteristics and identity, contributing to the completion of the criteria for a type 1 urban area of ​​the city.
