On the morning of October 5, the Provincial People's Committee held a thematic meeting to listen to and give opinions on important contents. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; members of the Provincial People's Committee, and Committees of the Provincial People's Council.

PLANNING TO ARRANGE 1 DISTRICT LEVEL ADMINISTRATIVE UNIT, 95 COMMUNE LEVEL ADMINISTRATIVE UNITS
At the meeting, the Provincial People's Committee listened to and gave opinions on the Master Plan for arranging administrative units at district and commune levels for the period 2023 - 2025 in the province.
According to regulations in the period of 2023 - 2025, the arrangement of district and commune-level administrative units will simultaneously have both standards of natural area and population size below 70% of the regulations; district-level administrative units will simultaneously have standards of natural area below 20% and population size below 200% of the regulations; commune-level administrative units will simultaneously have standards of natural area below 20% and population size below 300% of the regulations.

According to the above regulations, Nghe An has 1 district-level unit that has not met 70% of both natural area and population standards for the arrangement, which is Cua Lo town. In addition, Nghe An has 89 commune-level administrative units that do not meet the standards for the arrangement, including 79 communes, 4 wards, and 6 towns.
Regarding the plan to arrange district-level administrative units, Cua Lo town will merge its entire administrative boundaries and population into Vinh city according to the Project to adjust administrative units and urban space of Vinh city.

At the commune level, there are 89 commune-level administrative units that do not meet the standards for rearrangement, of which 66 units that do not meet the standards have had their rearrangement plans developed by the People's Committees of districts, cities and towns; 23 units that do not meet the standards but the locality has requested not to rearrange due to specific factors.
In addition, there are 29 adjacent administrative units that meet the standards but are arranged with adjacent unqualified administrative units, of which 26 units are merged in full, 3 units are partially adjusted to match the administrative boundaries.


Thus, the whole province has 95 commune-level administrative units related to the administrative unit arrangement plan, of which 66 administrative units that do not meet the standards for arrangement have had plans developed by the People's Committees of districts, cities and towns, and 29 administrative units are adjacent.
After the arrangement, 44 new administrative units were established, including 34 commune administrative units, 3 wards and 7 towns; of which 15 administrative units met the standards; 29 administrative units did not meet the standards and requested to apply special factors. After the arrangement, Nghe An still had 20 district-level administrative units; 412 commune-level administrative units.

At the meeting, the districts of Dien Chau, Do Luong, and Thanh Chuong explained the reasons why the communes did not meet the standards but requested not to be rearranged due to specific factors. Leaders of the Provincial People's Council, the Provincial Party Committee's Organizing Committee, the Vice Chairman of the Provincial People's Committee, the Department of Home Affairs, the Department of Construction, and the Department of Culture and Sports discussed and gave their opinions on the rearrangement plan.
CAREFULLY REVIEW, BUILD A PLAN THAT COMPLY WITH REGULATIONS AND MEETS STANDARDS
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the Provincial People's Committee basically agreed with the Overall Plan for arranging administrative units at district and commune levels for the period 2023 - 2025 in the province submitted by the Department of Home Affairs.
First, Nghe An will rearrange 1 district-level administrative unit, Cua Lo town, and 66 unqualified commune-level administrative units with 29 adjacent commune-level administrative units, establishing 44 new commune-level administrative units, reducing 48 commune-level administrative units. After the rearrangement, of the 44 newly formed communes, 29 administrative units do not meet the standards, and localities need to continue to review to supplement specific factors.

Regarding the 23 communes that requested not to be rearranged, including 18 units that are planning urban areas, and the remaining 5 communes with special factors, the Chairman of the Provincial People's Committee shared the wishes of the localities, but still had to meet the principles, criteria and regulations in Resolution No. 35 of the National Assembly.
Chairman of the Provincial People's Committee Nguyen Duc Trung requested that localities with commune-level administrative units that are proposed not to be rearranged must carefully review and have a plan to prove that they meet the legal, planning, and standard conditions according to Resolution No. 35 of the National Assembly. In addition, the Department of Home Affairs strives to jointly implement the Project to adjust administrative units and urban space of Vinh city.


Drawing on experience from the previous reorganization, in addition to reorganizing administrative units, sectors and localities need to consider plans for arranging and assigning cadres, civil servants and non-professional workers and plans for arranging public assets. The Department of Home Affairs coordinates with sectors and localities to complete the overall plan to report and seek opinions from the Steering Committee for developing the Project on reorganizing district and commune-level administrative units for the period 2023 - 2025.
Also at the thematic meeting, the Provincial People's Committee approved the draft Decision regulating the residential land quota, the average production land quota for implementing Project 1, the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, Phase I from 2021 to 2025 and the draft Resolution of the Provincial People's Council approving the list of works and projects requiring land acquisition.
