In particular, Ho Chi Minh City will reduce 8 departments and 5 administrative agencies.
At the meeting, Ms. Van Thi Bach Tuyet - Head of the Organization Committee of the Ho Chi Minh City Party Committee said that implementing the Conclusion of General Secretary To Lam on summarizing Resolution 18-NQ/TW related to the issue of streamlining the administrative apparatus, the planning for the expected arrangement of Party and government agencies in Ho Chi Minh City has been carefully studied.
In particular, regarding the government apparatus, Ho Chi Minh City will study and propose an arrangement in the direction that if the Central Government has a ministry, the City will have a corresponding agency based on the principle of ensuring that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility, thoroughly overcoming the overlapping of functions and tasks, many intermediary organizations, etc.
Along with that, research on the arrangement of public service units (SNCL), units under the City Party Committee, City People's Committee and orientation for the arrangement of district-level agency apparatus in accordance with the general orientation.
During the project development process, there is an organization that assesses the impact and researches and proposes solutions suitable to the characteristics of the city.
Specifically, regarding the Party bloc, merge the Propaganda Department and the Mass Mobilization Department of the Ho Chi Minh City Party Committee.
At the same time, research to end the activities of 11 Party delegations, 3 Party executive committees and the Party Committee of the People - Government - Party Bloc.
Establish two new Party Committees under the Ho Chi Minh City Party Committee, including: Party Committees of Party agencies, mass organizations, judiciary and Party Committees of government sectors.
At the same time, transfer party organizations in the offices of the National Assembly Delegation and the Ho Chi Minh City People's Council, the Vietnam Fatherland Front and socio-political organizations, the People's Procuracy, the People's Court, and party organizations in mass associations to party, mass, and judicial agencies.
Ho Chi Minh City also agreed to arrange the party organizations of specialized agencies and public service units under the Ho Chi Minh City People's Committee and 24 grassroots party committees to be directly under the government party committee.
The three Party Committees of the military, police and border guards will remain the same.
For the Party Committees transferred to the Party Committees of the Government, including: Party Committees in State-owned corporations; Youth Volunteer Force; Union of Commercial Cooperatives; Management Board of Export Processing and Industrial Zones; Customs; Telecommunications; Post Office; Ho Chi Minh City National University; University and College Block; Block of Central Agencies in Ho Chi Minh City; Enterprise Block; Block of the Ministry of Health; Ministry of Natural Resources and Environment; Ministry of Agriculture and Rural Development; Department of Health; Department of Education and Training; Department of Labor, War Invalids and Social Affairs; Department of Transport.
Ho Chi Minh City will also study the transfer of some grassroots party organizations of the business and career type to the District Party Committees, District Party Committees, and Thu Duc City Party Committee.
Thus, after the above arrangement, Ho Chi Minh City Party Committee has 27 affiliated party committees, a reduction of 24 party committees.
Ho Chi Minh City will study the merger of 10 departments, end the operation of 2 departments, and rearrange the agencies of the Enterprise Management Innovation Board, High-Tech Agricultural Zone, High-Tech Zone, Export Processing Zone - Industrial Zone of the City, and the Standing Office of the Traffic Safety Board.
Specifically, research on merging the Department of Finance, Department of Planning and Investment, and Enterprise Management Innovation Board into affiliated units.
Merge the Department of Construction, Department of Transport, Department of Planning and Architecture, and convert the Standing Office of the Traffic Safety Committee into a affiliated unit.
Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to perform state management of agriculture, natural resources and environment; Transfer some tasks of these two departments to other relevant departments.
Convert the High-tech Agricultural Zone Management Board into a affiliated unit.
Research on merging the Department of Tourism and the Department of Culture and Sports.
Merge the Department of Information and Communications with the Department of Science and Technology to perform state management tasks on science and technology and digital transformation.
Research to end the operation of the Department of Labor, War Invalids and Social Affairs, transfer functions to the Department of Education and Training, Department of Health, Department of Home Affairs, Department of Culture and Sports.
Research to end the task of the Department of Food Safety, transfer the task to the Department of Health, Department of Agriculture and Rural Development and Department of Industry and Trade.
Merge the Religious Committee into the Ethnic Committee; Merge the High-tech Park Management Board and the Industrial Park and Export Processing Zone Management Board.
According to the City Party Committee's Organizing Committee, if this plan is implemented, Ho Chi Minh City will reduce 8 departments and 5 other administrative agencies under the Ho Chi Minh City People's Committee.
In addition, it will study the arrangement of public service units under the Ho Chi Minh City People's Committee, including management boards, public service units in journalism, education, health, etc.
For the district level, Ho Chi Minh City will study and develop a project to arrange and streamline the organizational apparatus in the following directions: Proposing to merge the Mass Mobilization Committee and the Propaganda Committee; establishing the Party Committee of the Party, Mass Organizations, and Justice at the district level and the Party Committee of the Government at the district level; Studying and proposing to merge the Economic Department and the Finance - Planning Department; Terminating the activities of the Department of Labor, War Invalids and Social Affairs.
Particularly, Thu Duc City and Ho Chi Minh City will study proposals suitable to the characteristics of the situation.
The Ho Chi Minh City Party Committee also said that the organizational arrangement will be carried out in parallel with the Party Congress and other regular work.
