Provincial People's Committee holds regular meeting in February

Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

– On February 29, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular February meeting of the Provincial People's Committee.

At this session, delegates listened to and commented on 7 contents submitted by 6 agencies. In particular, the discussion focused on the following contents: draft plan to convert the operating model of the Provincial Cooperative Support Fund; draft Proposal of the Provincial People's Committee and Resolution of the Provincial People's Council amending and abolishing a number of contents of Resolution No. 07/2023/NQ-HDND dated July 14, 2023 of the Provincial People's Council regulating tuition fees for public preschool and general education institutions for the 2023-2024 school year; draft Decision of the Provincial People's Committee promulgating Regulations on emulation and reward work.

After listening to the opinions discussed at the meeting as well as the written comments, the Chairman of the Provincial People's Committee concluded each specific content.

Regarding the content related to the plan to convert the operating model of the Provincial Cooperative Support Fund, the Chairman of the Provincial People's Committee agreed that the project to reorganize and operate the Cooperative Development Support Fund must be approved by the Provincial People's Council; the roadmap to increase the charter capital by 2026 is at least 20 billion VND, by 2030 it will reach 30 billion VND, at the same time, based on the practical situation and specific conditions, the charter capital will be increased to create more resources and favorable conditions for cooperatives to access preferential loans... He requested the Department of Finance to receive comments to supplement and complete the contents to submit to the Provincial People's Committee before March 5, 2024.

Regarding the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council amending and abolishing a number of contents of Resolution No. 07/2023/NQ-HDND dated July 14, 2023 of the Provincial People's Council regulating tuition fees for public preschool and general education institutions for the 2023-2024 school year, the Chairman of the Provincial People's Committee agreed with the content of the proposal at the meeting. In which, the tuition fee for the 2023-2024 school year is agreed to be equal to the tuition fee for the 2021-2022 school year. At the same time, the Department of Education and Training was requested to receive comments to supplement and complete the drafts submitted to the Provincial People's Committee before March 5, 2024 so that the Provincial People's Committee can submit them to the Provincial People's Council to serve the thematic session.

Regarding the draft Decision of the Provincial People's Committee promulgating the Regulations on emulation and commendation, the Chairman of the Provincial People's Committee agreed that the subjects for consideration of the title "Excellent Labor Collective" include legal entities with their own seals and accounts and small collectives at the grassroots level (department level and equivalent under provincial departments, branches, and sectors, People's Committees of districts and cities; departments and equivalent under, directly under legal entities under provincial departments, branches, and sectors, People's Committees of districts and cities; People's Committees of communes, wards, and towns; departments, workshops and equivalent under enterprises and other economic organizations); The number of collectives proposed for consideration for the title of "Excellent Labor Collective" shall not exceed 20% of the total number of collectives in each group of agencies and units with similar positions, roles, functions, and tasks.... Based on the opinions at the meeting, the Department of Home Affairs will accept and edit the draft content to submit to the Provincial People's Committee before March 10, 2024.

The meeting also gave opinions on a number of other important contents such as: the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council deciding on the total amount of career capital from the State budget to implement national target programs for the period 2021-2025; the draft Directive of the Standing Committee of the Provincial Party Committee on implementing Project No. 03/DA-BCA dated January 27, 2023 of the Ministry of Public Security on building a people's security posture closely combined with a solid national defense posture; the draft Action Program of the Provincial Party Committee to implement the Resolution of the 8th Conference of the 13th Party Central Committee on the strategy of protecting the Fatherland in the new situation; the draft Plan of the Standing Committee of the Provincial Party Committee to implement Directive No. 28-CT/TW, dated December 25, 2023 of the Politburo on "Strengthening the work of caring for, educating and protecting children to meet the requirements of developing a prosperous and happy country".
