On Wall Street, the S&P 500 and Nasdaq fell, while the Dow Jones Industrial Average rose, as technology stocks came under pressure early in the session. Both the S&P 500 and Nasdaq were at risk of snapping a three-day winning streak. Stocks have recently shown signs of bottoming after being pressured by uncertainty over tariffs and concerns that they could slow global economic growth and hurt corporate profits. Still, all three major U.S. indexes are headed for their first two-month losing streak since the period ending in October 2023.

Economists polled by Reuters had forecast a 1.0% decline. The figure had been revised upward to 3.3% in January as businesses rushed to order metals before the tariffs were imposed.

President Trump announced on Monday that auto tariffs would be implemented soon, but not all of the tariffs he threatened would take effect on April 2, and some countries could be exempted. He also imposed a secondary 25% tariff on any country that buys oil or gas from Venezuela.

“Right now, everyone is trying to figure out exactly what will happen with tariffs. The market is avoiding getting stressed before the official announcement. But there is also a risk that, when the time comes, the tariffs that are announced will be tougher than what the market is pricing in,” said Steve Englander, head of global G10 FX research and North America macro strategy at Standard Chartered Bank.

The dollar index, which measures the greenback against a basket of major currencies, rose 0.08% to 104.30, while the euro edged down 0.01% to $1.079. After falling on Tuesday, the dollar has now risen in five of the last six sessions.

MSCI's global stock index fell 2.54 points, or 0.30 percent, to 850.95. Meanwhile, the pan-European STOXX 600 index fell 0.44 percent as concerns about tariffs kept investors cautious.

European stocks have outperformed the U.S. market this year, largely on hopes that a German stimulus package could boost growth and help offset the impact of tariffs. The STOXX 600 is on track for its biggest percentage gain since the fourth quarter of 2022.

The dollar rose 0.39 percent to 150.48 against the Japanese yen. Bank of Japan (BoJ) Governor Kazuo Ueda said the central bank would have to raise interest rates if food prices continue to rise and lead to widespread inflation.

New BoJ board member Junko Koeda said Japan's real interest rates were now "extremely low" as inflation was rising thanks to strong wage growth, but declined to comment on when the central bank should raise rates.

The pound weakened 0.36% to $1.2896 after British finance minister Rachel Reeves cut back on plans to increase government spending to get fiscal policy back on track. Earlier, data showed UK inflation fell more than expected in February.

US Treasury yields rose, with the 10-year yield rising four basis points to 4.348%, marking its first monthly gain since December.

US crude oil prices rose 1.26% to $69.87 a barrel, while Brent oil rose 1.15% to $73.86 a barrel.
