The establishment of Dong Trieu city will be a strong driving force for the locality to promote all available advantages and potentials, make breakthroughs to build advanced new rural areas (NTM), model NTM associated with smart urban development. Thereby, contributing to improving the material and spiritual life of local people.
Dong Trieu aims to build a model new rural area by 2025 in accordance with the spirit of Resolution No. 19-NQ/TW, dated June 16, 2022 of the Central Committee on agriculture, farmers, and rural areas by 2030, with a vision to 2045, in conjunction with the implementation of Resolution No. 03-NQ/TU, dated October 14, 2020, of the Town Party Executive Committee on restructuring the agricultural sector and building a model new rural area in Dong Trieu Town for the period 2020-2025, in accordance with the Dong Trieu Town Planning for the period 2021-2030, with a vision to 2050.
Accordingly, developing agriculture and rural areas, improving the material and spiritual life of farmers and rural residents is the key task of the entire political system in the area. Up to now, there has been a high consensus in the awareness of the role of the people as the main subjects in building new rural areas, ensuring the good implementation of democratic regulations under the leadership of Party committees at all levels, the management of authorities at all levels, the spirit of active participation and response of the entire political system, the business community, armed forces units, political and social organizations and people of all walks of life. Emulation movements to join hands in building new rural areas, model new rural areas and urban beautification have become widespread movements.
In addition, there are also many effective economic models in the area, such as: Pear guava, buffalo meat, custard apple, high-quality rice DT 100. In particular, Dong Trieu custard apple trees have high economic value, helping thousands of households have stable income, improving their lives. Custard apple trees are grown in 14/21 wards and communes and are divided into 2 growing areas, of which the main areas are in Binh Duong, Viet Dan, Tan Viet and An Sinh communes. Due to favorable weather, the custard apple output in 2024 will reach nearly 11,000 tons, with a yield of 110 quintals/ha. During the main harvest season in mid-August, the selling price was about 45,000-50,000 VND/kg, with revenue of about 300 billion VND. Typically, An Sinh commune currently has a custard apple growing area of up to 450 hectares, accounting for nearly half of the total custard apple growing area of Dong Trieu town. Custard apple trees have been invested in intensive cultivation and maintained by farmers in the commune for many years, bringing a stable income of 180-200 million VND/ha. Thanks to effective economic models, the average income per capita in 2023 will reach more than 163.2 million VND/person/year, 1.6 times higher than the national average. That contributes to raising the average economic growth rate of Dong Trieu town in the period of 2021-2023 to 14%.
According to the report of the Town Economic Department, by October 2024, Dong Trieu has 11/11 communes meeting the advanced NTM standards. Of which, 8/11 communes have met the model NTM standards. Currently, 3 communes (Trang Luong, Hong Thai Tay and Hong Thai Dong) have met the criteria for recognition as model NTM communes and are submitting documents to the Provincial People's Committee for consideration and recognition as model NTM communes. With that result, by the end of 2024, Dong Trieu will complete the goal of 100% of communes building model new-style rural communes before 2025. At the same time, build a model of smart villages and communes in building model new-style rural areas for 7 communes (Nguyen Hue, Viet Dan, Tan Viet, An Sinh, Trang Luong, Hong Thai Tay, Hong Thai Dong), ensuring that each commune has at least 1 smart village, in which Viet Dan is built in the direction of a smart - model commune according to 3 main pillars (digital society, digital economy, digital government).
According to Dong Trieu City Party Secretary Nguyen Van Cong, the locality aims to build an advanced new rural area, a model new rural area that is "substantial, effective, comprehensive and sustainable". Thereby improving the material and spiritual life of the rural people to be rich and prosperous, approaching the urban area, especially after Dong Trieu becomes a city. Currently, the locality is continuing to complete the synchronous, modern and closely connected rural socio-economic infrastructure with the urbanization process. The rural economy develops strongly, in depth, effectively, sustainably, with advanced production levels, professional farmers, highly competitive products, agricultural production associated with the development of trade, services, tourism and proactively responding to climate change. The rural society is democratic, equal, stable, rich in national cultural identity. The environment, landscape, and rural space are bright, green, clean and beautiful. The political system in rural areas is strengthened; National defense and security and order are maintained; strive to build Dong Trieu into the first typical model of new rural area in the province.
To complete the set goals, Dong Trieu focuses on effectively implementing the national digital transformation program, promoting the implementation of groups of solutions linking the construction of new rural areas with smart cities. In particular, focusing on building digital government in building model new rural areas, strengthening the construction and application of a system of online public services that are interconnected and synchronized between levels; improving services for people using online public services; strengthening the implementation of administrative reform towards digital government, online public services at levels 3 and 4 at the commune level; promoting the application of IT in management and operation activities at all levels. In addition, striving for 100% of villages to have security cameras connected to the commune security management system; having an online information exchange channel between people and the government through digital technology application platforms (Zalo; Facebook...); 100% of communes have online meeting rooms connecting 4 levels (Central, province, town, commune)...
At the same time, promote digital economy in rural economic development, increase rural people's income. Strengthen the application of digital technology in rural economic development towards circular economy and digital economy. Promote the digitalization process, build digital maps of rural agriculture, synchronized databases, implement management of raw material area codes, traceability of key agricultural products, OCOP products, craft village products and rural tourism services... At the same time, consolidate and complete production infrastructure; diversify rural industries by developing small-scale handicrafts, services and trade.
In addition, focus on developing a digital society, continue to pay attention to investment and support resources for communes to build new rural areas in the direction of improving the quality of criteria and targets. At the same time, install free Wifi in public areas; ensure that 100% of people of working age in the commune have smartphones; 100% adults in the commune have electronic payment accounts.
