Tuyen Quang: Resolutely clearing land for key traffic projects

Difficulties and obstacles in site clearance are bottlenecks affecting the progress of construction of key traffic works. Therefore, the provincial Party Committees and authorities have been mobilizing the entire political system to participate, strengthen propaganda work, speed up progress, and ensure the handover of site to construction units to complete key traffic works and projects on schedule.

The Tuyen Quang - Ha Giang Expressway project has a total route length of 77 km. According to the report of the Project Management Board for Investment and Construction of Traffic Works, the site has been handed over to the construction unit for over 64.4 km of the entire route. There are still many bottlenecks in site clearance, with 93 households on the route having approved the compensation plan but not yet agreed to receive the money; 162 households have not yet approved the compensation plan related to land originating from forestry companies, land under Programs 327 and 661 in Ham Yen district; 184 households have not yet handed over the site because the site clearance and procedures for land allocation and issuance of land use right certificates to households have not been completed; in addition, there are some difficulties related to the source of earth filling materials in some bidding packages...

The Tuyen Quang – Ha Giang expressway project, the section through Kim Phu commune, Tuyen Quang city, is being accelerated.

Package 20, constructed by the joint venture of 168 Vietnam Construction Group Joint Stock Company - Cuong Thinh Thi Construction Investment Group Joint Stock Company, has handed over over 17.9 km of land (2.1 km of land has not been handed over yet). Within the area of ​​land acquisition and clearance, there are 16 remaining bottlenecks (related to 100 households; 1 organization) and the entire power system on the main line. In Yen Son, there are 4 bottlenecks related to 22 households. In Ham Yen district, there are 12 bottlenecks related to 78 households and 1 organization. Mr. Pham Dac Dien, Site Commander of 168 Vietnam Construction Group Joint Stock Company, said: The weather is favorable, the unit is focusing on digging and filling the roadbed, however, due to the remaining bottlenecks, the construction cannot be completed. The unit is coordinating with local authorities and investors to mobilize households and flexibly deploy solutions to make construction as unobstructed as possible.

Implementing the Tuyen Quang - Ha Giang Expressway Project, Nhu Khe Commune, Yen Son District has over 20 hectares of land that needs to be recovered from 129 households and 6 organizations. 24 households are eligible to receive resettlement land. Comrade Tran Van Tuyen, Chairman of Nhu Khe Commune People's Committee, said: To gain people's consensus and land acquisition, the commune has established a propaganda team, coordinated with the Party Committees of the villages to regularly meet, mobilize, and directly dialogue with the people to grasp their aspirations and aspirations, promptly resolve their difficulties and problems. At the same time, the commune has supported households with working days to relocate assets, architectural objects, harvest trees and crops, and help people promptly hand over the site to the construction unit to implement the project.

Mr. Tran Xuan Thiem, Director of the Land Fund Development Center of Tuyen Quang City, said: The city is clearing land for the construction of two key traffic routes, the Tuyen Quang - Ha Giang expressway project through Tuyen Quang City and the road construction project from My Lam mineral spring resort to National Highway 2D connecting to Tuyen Quang - Phu Tho expressway. Determined to hand over the site on schedule, the city has been mobilizing the entire political system with the highest spirit to mobilize and create consensus among the people; notify and propagate to mobilize households that have not yet moved to urgently dismantle assets, relocate and hand over the site; urgently approve the compensation plan and pay to households that have not yet approved the compensation plan. At the same time, review and complete procedures, develop a plan to implement site clearance according to regulations for cases of intentional non-compliance with site handover...

The Ho Chi Minh Road construction project, Cho Chu - Trung Son Intersection, with a total length of nearly 29 km, is one of the key projects of the transport sector. In particular, the section passing through Tuyen Quang province, Trung Son commune and Hung Loi commune (Yen Son) is about 16.7 km long with a total cost of the sub-project for compensation, support and resettlement of the Project of over 161 billion VND, the recovered area is about 67 hectares; there are 77 households in the two communes: Trung Son and Hung Loi that are subject to relocation. In order to promptly hand over the site to the project investor, Yen Son district has directed the district's specialized agencies, departments and offices to strengthen coordination with localities to speed up the site clearance and hand over the land to the construction unit. The survey and measurement of households subject to compensation has been completed. It is expected to arrange over 100 resettlement plots for households in the area affected by the Project. People all highly agree with the project's policy.

In Hung Loi commune, there are 5 villages, the total expected area of ​​land acquisition is 53.32 ha/12 km. Of which, 49 households are subject to relocation, and 67 resettlement plots are planned (49 original households and 18 couples eligible for household separation). The locality has held a meeting to consider and publicize the draft compensation plan for the first phase for 74 households/20.8 ha in Phan village and 11 households/7.1 ha in Nhung village; the second meeting to consider for 86 households/19.1 ha in Le village and Dong Trang village 55 households/4.62 ha and Cooc village 54 households/1.7 ha. Comrade Ban Van Than, Chairman of Hung Loi commune People's Committee, said: Currently, the commune government is coordinating with the district's departments and branches to mobilize people for land acquisition and clearance, explaining policies so that people agree to hand over the land.

Clearly identifying the causes of difficulties in land acquisition and clearance... sectors and localities have been implementing many drastic solutions to hand over the site to the construction unit, speed up the progress of key traffic projects in the province; strive to complete the projects according to the set plan, creating the best conditions for the province's socio-economic development.
