At the Cao Lanh - Lo Te construction site, the contractor has increased manpower, equipment, machinery and organized many construction teams. However, the sand has not arrived yet, so the contractor's construction is still facing difficulties.
My Thuan Project Management Board (investor) said that the Cao Lanh - Lo Te route is being constructed by a consortium of contractors. The project started on April 10, 2024 with a total construction contract value of VND 819.84 billion (including contingencies).
The contractor has increased human resources and machinery and equipment to the construction site of the Cao Lanh - Lo Te route.
To date, the project implementation progress has reached 126.32/728.5 billion VND, equivalent to 17.34% of the contract value.
At the construction site, contractors are implementing 31 construction projects, including 24 bridge projects (22 frontage road projects, 2 overpass projects, Lo Te intersection projects) and 7 road construction projects.
In addition, the contractor has also increased machinery and equipment to organize construction.
Specifically, the construction site currently has nearly 90 specialized machines and equipment, including 12 excavators, 2 bulldozers, 6 rollers, 8 pile drivers, 2 pile presses and other machines serving asphalt concrete construction.

At the same time, the contractor arranged 8 construction teams, with the number of machines and equipment increased by 40% and the number of workers also increased by 80 people. At the same time, the workers were organized to work 3 shifts continuously from 6:30 a.m. to 9:00 p.m. every day.
According to the My Thuan Project Management Board, the Cao Lanh - Lo Te route has a total demand for sand of about 0.53 million m3. Currently, the relevant units have submitted the reserve dossier and the environmental impact assessment dossier to the Department of Natural Resources and Environment (DONRE) of Dong Thap province.
The provincial authorities also met on November 8 to approve the policy of introducing this new sand mine to the project contractor. On November 14, the Dong Thap Provincial People's Committee issued a document introducing the Thuong Thoi Tien sand mine to the project.
The provincial Department of Natural Resources and Environment has also submitted a document to the provincial People's Committee for approval of mineral reserves. On November 22, the Environmental Impact Assessment Council met (2,880m3/day).
Mr. Nguyen Van Khang - Director of Dong Thap branch (Thi Son Production and Construction Company Limited) said that the sand mine was provided by Dong Thap province and directly exploited by the company, serving the construction of Cao Lanh - Lo Te route.
Up to now, the company has basically completed the required documents and procedures and is expected to start mining on December 25 to deliver to the construction site after the project contractor waits for sand to arrive to speed up construction.
The Cao Lanh - Lo Te route starts at An Binh intersection, An Binh commune, Cao Lanh district, Dong Thap province (about Km 26+00 according to National Highway N2B) and ends at Lo Te - Rach Soi route, in Can Tho city (about Km 54+844 according to National Highway N2B).
The investment scale includes asphalt concrete paving the main road surface and building a system of service roads along the route, arranging a fence system and completing the traffic safety system in compliance with the National Technical Regulation on Road Signs QCVN 41:2019/BGTVT.
The project has a total length of about 28.8km, with a total investment of about 950 billion VND, and will be implemented from the end of April 2024 and is expected to be completed and put into operation on December 31, 2025.
