Returning to lead the Vietnamese revolution after 30 years of international activities, he concluded the truth: "Whoever has the most favorable diplomacy wins". After the August Revolution, in the situation where the fate of the nation was "hanging by a thread", he twice directly held the position of Minister of Foreign Affairs (August 28, 1945 - March 2, 1946; November 3, 1946 - March 1947) and led revolutionary diplomacy according to a system of scientific, revolutionary and humanistic viewpoints.

Representing a nation that had suffered much from war, peace and friendly cooperation were prominent in Ho Chi Minh's diplomatic ideology. He advocated persistently resolving conflicts between nations through peaceful negotiations with the motto "while there is life, there is hope"; war was only a forced solution. When the enemy was "stuck" and wanted to "de-escalate" the war, Ho Chi Minh was ready to negotiate to avoid harm to both sides. As the head of the Democratic Republic of Vietnam, Ho Chi Minh declared: Vietnam is ready to "be friends with all democratic countries and not create enmity with anyone"; Vietnam is ready to implement an open-door policy and cooperate in all fields with those who honestly cooperate with Vietnam.

Ho Chi Minh always promoted the idea of ​​"making more friends, reducing enemies" because gathering a broad force and isolating the enemy was the decisive factor in the success or failure of the struggle. To distinguish between friends and enemies and not to confuse past enemies with present enemies, he declared: "Whoever does anything beneficial to the people and our Fatherland is a friend. Whoever does anything harmful to the people and our Fatherland is an enemy". Implementing the idea of ​​"making more friends, reducing enemies", Ho Chi Minh cleverly took advantage of the contradictions within the enemy ranks and implemented a principled concession strategy to isolate the main enemy. He also clearly distinguished the people from the aggressive government of the opposing country and therefore, the anti-war movement of the French and American people supported the just struggle of the Vietnamese people.

Ho Chi Minh considered international solidarity based on the principles of independence, self-reliance and pure internationalism as an important strategy. He clearly stated the motto of the Vietnamese people's conduct towards the international community: "A hundred years in this world/A rich heart of charity, that is the Vietnamese people". Therefore, UNESCO assessed: Ho Chi Minh's ideology "is the embodiment of the aspirations of peoples wishing to affirm their cultural identity and to enhance mutual understanding among peoples".

Diplomacy of the heart

As a veteran diplomat, Ho Chi Minh always considered diplomacy as a front, but on the other hand, he emphasized: "If we do not have real strength as a foundation, we cannot talk about diplomacy" and "real strength is the gong and diplomacy is the sound. The louder the gong, the louder the sound". Self-interest in international relations is an obvious reality, so whether diplomatic victories are big or small, diplomatic activities are favorable or difficult depends mainly on the nation's real strength.

Inheriting the "pro-people" tradition of the progressive dynasties of the East and the Marxist-Leninist view that "revolution is the cause of the masses", along with the diplomacy of the Party and the State, Ho Chi Minh focused on developing people's diplomacy because it has the strength of the most numerous "army" and can be carried out in countries and fields where state diplomacy has not had the conditions to deploy. The richness of diplomatic forms led by Ho Chi Minh has contributed to improving the effectiveness of revolutionary diplomacy.

Ho Chi Minh led the young revolutionary diplomacy not only with a correct ideology but also with noble ethics. He always kept in mind "what you do not want done to yourself, do not do to others". Therefore, he resolutely protected the independence of his nation but also respected the independence of other nations, respected the cultural differences between nations and generously believed that "helping friends is helping yourself"...

Mr. Vu Dinh Huynh, who accompanied Ho Chi Minh on his visit to France in 1946, commented: "Uncle Ho's diplomatic talent was very convincing not because of his strategies, tactics, or rhetoric, but because of his humanity." Diplomat Vo Van Sung said that Ho Chi Minh created a school of diplomacy - diplomacy of the heart. Under the leadership of a "great man, great wisdom, great courage", Vietnam's young revolutionary diplomacy has grown remarkably and contributed greatly to the great victories of the nation.

Value of guidance

The further back in time and the deeper Vietnam's integration process, the more Ho Chi Minh's diplomatic thought shines. Therefore, loyalty to and creative application of Ho Chi Minh's thought - the ideological foundation and guiding principle of the Party's actions - is the top principle of Vietnam's diplomacy today. From his perspective on friends and enemies, our Party has developed it into a perspective on partners and objects.

Applying his ideology of peace and cooperation, the Communist Party of Vietnam declared Vietnam to be a friend, a reliable partner, a prestigious and responsible member of the international community. Implementing an independent, self-reliant foreign policy and diversifying and multilateralizing foreign relations, Vietnam has established diplomatic relations with nearly 200 countries in the world, including comprehensive strategic partnerships with 6 countries: China, Russia, India, Japan, South Korea, the United States and strategic partnerships and comprehensive partnerships with nearly 30 other countries.

The recent establishment of the Vietnam-US comprehensive strategic partnership has demonstrated that the past cannot be redone, but a friendly future can be created if both sides have true goodwill, and that will not only bring a bright future for the two countries but also positively impact peace, friendly cooperation in the region and the world in general.

With the great and proud achievements of the Doi Moi cause, Vietnam is in a favorable international position. The volatile international context and the goal of developing a prosperous and happy country require Vietnamese diplomacy to strive to become a comprehensive and modern diplomacy, imbued with the identity of the Vietnamese "bamboo" diplomatic school with the characteristics of flexibility, suppleness, steadfastness and indomitability.

Ho Chi Minh's diplomatic ideology will forever be the guiding light for Vietnamese diplomacy to fulfill its great responsibility of ensuring security and development goals and enhancing the country's position and prestige in the international arena, contributing to bringing Vietnam forward with humanity as President Ho Chi Minh's strong aspiration.
