The historic flood caused by the impact of storm No. 3 in September 2024 caused serious damage in Lao Cai province. Grief and loss covered the villages... With his responsibility, in the face of the flood situation, Ma Seo Chu regularly updated information on the weather situation, monitored and inspected areas at risk of landslides and subsidence in the area where he lived.

“After checking the village, I saw a long crack on the top of the hill, where 17 households were living at the foot of the hill. Faced with this situation, I decided to mobilize all the villagers to evacuate to a safe place while it was still raining heavily,” Mr. Chu recalled.

However, at the time the people moved to the top of the mountain, Kho Vang village was almost completely isolated from communication and traffic. At this time, Village Chief Ma Seo Chu and the young people in the village, along with volunteer forces, walked dozens of kilometers every day, through forests and over mountains to reach relief points to transport food and necessities to the people.

Nearly a week after the authorities moved people to live in the commune center, the young village chief Ma Seo Chu continued to devote himself to helping people gradually stabilize their lives. He and the village committee received and delivered relief shipments to each household. Along with that, he also actively coordinated with the police and military forces to build temporary shelters for people while waiting for the resettlement area to be built.

Through research, it is known that Ma Seo Chu has been trusted by the villagers to be elected as the village chief since 2019. According to the leaders of Coc Lau commune, Mr. Chu is a dynamic village cadre, always completing well the tasks assigned by the local leaders. As a local, knowledgeable about the customs and practices of the Mong people here, Village Chief Ma Seo Chu always has advice for the Party Committee and the commune government on practical contents, receiving the consensus of the villagers.

“The Party Committee and authorities of Coc Lau commune highly appreciate the contributions of Village Chief Ma Seo Chu in the work of propagating and mobilizing people to develop the economy and build great solidarity. In particular, Mr. Chu's efforts during the recent floods have contributed to minimizing human and property damage,” commented Mr. Nguyen Van Tuan, Chairman of Coc Lau Commune People's Committee.

The joy and honor that Ma Seo Chu was recently one of two individuals from Lao Cai province to receive the "Beautiful Youth" award from the Central Committee of the Vietnam Youth Union. Ma Seo Chu was also recognized as one of the typical examples nationwide in studying and following Ho Chi Minh's ideology, morality and style in 2024. Most recently, Ma Seo Chu was one of two young people from Lao Cai province selected to attend the 11th Ceremony to honor outstanding and outstanding ethnic minority students and youth in 2024, held in Hanoi on the 28th.
