Thousands of applications for diploma recognition every year

This morning (October 17), a workshop and training on diploma and certificate management organized by the Ministry of Education and Training took place in Ho Chi Minh City.

At the workshop, representatives of the Center for Diploma Recognition (Department of Quality Management, Ministry of Education and Training) shared some issues on the recognition of diplomas issued by foreign educational institutions for use in Vietnam. Among them, there was information on the status of applications for diploma recognition from 2008 to present. Accordingly, in the first 9 months of this year alone, the whole country had over 5,500 applications, 3 times higher than in 2013.

The representative of the Center for Diploma Recognition also informed about the current status of training and study abroad joint applications from 2019-2024. Accordingly, every year, there are thousands of training and study abroad joint applications submitted for recognition. In the first 9 months of this year alone, there were 1,760 training joint applications and 3,758 study abroad applications.

6 cases where joint training degrees have not been/are not recognized

Notably, the representative of the Center for Diploma Recognition pointed out 6 cases of joint training diplomas that have not been or are not recognized.

The joint training program has not been licensed by the Ministry of Education and Training or a competent authority of Vietnam. The program is recruiting and training when the licensing decision has expired.
Foreign educational institutions are not accredited/recognized by the competent educational authority of the host country or are not permitted to award degrees in the host country.
Joint training facilities in Vietnam are not university education facilities.
The program enrolls the wrong input subjects; The input diploma is not recognized and does not meet the enrollment requirements of the joint training program according to Decree No. 73/2012/ND-CP.
The program is implemented in violation of the licensing decision.
Degrees awarded in joint training programs are not recognized by the competent educational authority of the country where the degree is awarded.

Conditions for recognition of joint training diplomas

On the contrary, the Center for Diploma Recognition (Department of Quality Management, Ministry of Education and Training) also stated the conditions for recognizing joint training diplomas, including:

Foreign educational institutions are recognized/accredited/permitted to train and grant degrees by the competent educational authority of the host country.
The training program is permitted to be implemented by the Ministry of Education and Training or a competent authority of Vietnam and complies with current regulations at the time of enrollment and training;
The training program is accredited for educational quality in the host country or recognized for educational quality by the competent educational authority of the host country.
The student meets the requirements of the licensing decision. The diploma is issued in accordance with the regulations in the licensing decision and the diploma is recognized by the competent authority of that country.

Currently, the recognition of diplomas mainly serves the recruitment, appointment and enrollment needs of Vietnamese educational institutions when students want to continue studying in Vietnam at a higher level. From January 2017 to the end of November 2023, the Department of Quality Management (Ministry of Education and Training) received a total of 37,436 applications, of which 35,662 applications (95.26%) were recognized, and 1,774 applications (4.74%) were not recognized. The number of unrecognized applications includes applications that have not submitted all procedures.
