The Light Academy Primary and Secondary School (Coc Leu Ward, Lao Cai City, Lao Cai) belongs to Hanoi - Lao Cai Education Investment Joint Stock Company. The school was established under Decision 2929/QD-UBND dated August 22, 2023 of Lao Cai City People's Committee. On September 21, 2023, Lao Cai City Department of Education and Training issued Decision 367/QD-PGD&DT on allowing educational activities for The Light Academy Primary and Secondary School.
The school is located in Coc Leu Ward, Lao Cai City, with an area of 6,000 m2, 20 classrooms and a playground, and a training scale of about 500 students. Tuition here ranges from 4.5 - 8 million VND/month and parents can pay monthly, quarterly or for the entire school year.
Since mid-November 2023, there has been a lot of information surrounding the issue of maintaining school operations, causing people to worry.
On December 7, 2023, the Department of Education and Training of Lao Cai City issued Decision No. 476 on suspending educational activities for The Light Academy Primary and Secondary School. The reason for the suspension is that the school does not have enough financial resources according to regulations to ensure the maintenance and development of educational activities; there are not enough teachers according to the structure of teacher types, ensuring the implementation of educational programs and organization of educational activities. The suspension period is 1 year, from December 11, 2023 to December 10, 2024.
Pursuant to Official Dispatch No. 854/UBND-NV dated May 20, 2024 of Lao Cai City People's Committee on reviewing and examining the responsibilities of leaders and civil servants for violations in advising on the establishment of The Light Academy Primary and Secondary School. On May 24, 2024, Lao Cai City Department of Education and Training reported to Lao Cai City People's Committee on the results of the review meeting to consider the responsibilities of individuals related to violations in advising on the establishment of The Light Academy Primary and Secondary School.
According to Ms. Nguyen Thi Hue, Deputy Head of the Department of Education and Training of Lao Cai City, the fact that the Department of Education and Training of Lao Cai City conducted an inspection to assess the conditions for establishing a school when it had not yet received the application for establishing a school from the Hanoi - Lao Cai Education Investment Joint Stock Company was inappropriate; at the same time, conducting an inspection was unnecessary because the actual assessment was only required in the procedure for allowing the educational institution to operate.
In addition, the school's management staff has not been submitted by the City Department of Education and Training to the Chairman of the City People's Committee for recognition of the Principal and Vice Principal.
Pursuant to Clause 5, Article 27, Decree No. 46/2017/ND/CP dated April 21, 2017 of the Government stipulating conditions for investment and operation in the field of education, The Light Academy Primary and Secondary School is not qualified to operate educationally, but the City Department of Education and Training has issued Decision 367/QD-PGD&DT dated September 21, 2023 on allowing educational activities for The Light Academy Primary and Secondary School.
At the time the Inspection Team conducted the inspection and assessment of the conditions for granting an operating license, the school organized educational activities without being granted an operating license, but the Inspection Team did not recommend any measures to the Head of the City Department of Education and Training.
In the report dated May 24, the Department of Education and Training of Lao Cai City determined the responsibility of individuals for the violations, including Head of the Department of Education and Training of Lao Cai City Tran Thi Thuy Dung, the responsibility of the head in advising on the establishment and Decision on granting educational operation licenses for The Light Academy Primary and Secondary School; Mr. Bui Ngoc Minh - Deputy Head of the Department of Education and Training: Head of the inspection team for granting educational operation licenses for The Light Academy Primary and Secondary School (Decision No. 346/QD-PGD&DT dated September 6, 2023 of the Department of Education and Training of Lao Cai City); Mr. Lai Xuan Nghiem - specialist of the Department of Education and Training: Secretary of the inspection team for granting educational operation licenses for The Light Academy Primary and Secondary School (Decision No. 346/QD-PGD&DT dated September 6, 2023 of the Department of Education and Training of Lao Cai City).
Based on the level of violations and self-criticism of individuals, the Department of Education and Training proposes that the People's Committee of Lao Cai City only consider criticizing the Department of Education and Training and the individuals: Ms. Tran Thi Thuy Dung, Mr. Bui Ngoc Minh, Mr. Lai Xuan Nghiem.
