Associate Professor Dr. Dinh Cong Huong - the person accused of selling scientific research papers - worked for more than ten years at Quy Nhon University (Binh Dinh). In March 2023, he transferred to a university in Ho Chi Minh City. He is currently working at Ho Chi Minh City University of Industry.
The sale of the research paper occurred when he was a full-time lecturer at Quy Nhon University. At that time, he signed a scientific research cooperation contract with Ton Duc Thang University and Thu Dau Mot University.
On October 4, responding to VTC News, a representative of Quy Nhon University's leadership said that when the scandal broke, the school learned that throughout his career, Mr. Huong had worked for several other school units.
The Civil Service Law stipulates that lecturers have the right to sign contracts to work overtime, but must complete assigned tasks at the unit they are working at, and obtain the consent of the school's leadership before cooperating with other units.
"Thus, Mr. Huong is wrong according to civil servant law because he completed his duties but did not report to the school leadership," he said.

The leader added that in all the school meetings, no lecturer had complained about the school's income level, and many even wanted to work at the school. Therefore, what Mr. Huong said was due to economic difficulties was not true.
"The school always creates the best conditions for its staff and lecturers to ensure their material and spiritual lives. For Mr. Huong, the school also creates conditions for him to have many-month business trips abroad to cooperate on scientific research topics," the leader of Quy Nhon University added.
"If there are violations, disputes over research topics, or financial issues, the school will be required to provide and clarify. After this incident, the school also hopes that there will be specific regulations and sanctions on the issue of developing intellectual staff and managing gray matter and intellectual products in detail. At that time, the units will apply and regulate more appropriately and fully," the leader added.

According to Mr. Pham Trung Kien - Head of the Department of Organization and Administration of Ho Chi Minh City University of Industry, Mr. Huong started working at the school in March 2023. During that time, this scientist always complied with the school's regulations and fulfilled his duties as a lecturer. Mr. Huong also pledged to strictly comply with the school's regulations and contribute to the development of education.
Previously, on October 31, a "report on scientific integrity violations by Associate Professor Dr. Dinh Cong Huong" was sent to the Nafosted Foundation's executive board, the Nafosted Foundation's mathematics council, and many agencies and scientists.
According to MathSciNet statistics (the online mathematics directory database of the American Mathematical Association), author Dinh Cong Huong has a total of 42 scientific research works, of which 13 works are under the name of Ton Duc Thang University and 4 works are under the name of Thu Dau Mot University.
His scientific articles published in journals from 2020 to 2022 did not list the address of his working unit as Quy Nhon University but listed the addresses of two other units.
According to scientists, it is "a manifestation of a serious violation of scientific integrity due to the purchase of international articles for emerging universities".
Mr. Huong has asked to withdraw his name from the list of the Mathematics Council of the Nafosted Foundation and apologized for affecting the council.
"To earn money and improve the economy, I only know how to use my own abilities and intelligence. I use my intelligence to earn more income and build a life.
"I really don't know what to say about the right and wrong of the incident at this time. It depends on everyone's perspective, but I personally feel very guilty," Mr. Huong told Dan Tri newspaper.
