Speaking with VietNamNet, Deputy Director of the Department of Education and Training of Quang Ninh, Trinh Dinh Hai, said that the education sector is strictly implementing Circular 29 of the Ministry of Education and Training on extra teaching and learning, but there are also many difficulties in management.

According to Mr. Hai, teachers have the right to teach extra classes just like doctors have the right to go to the hospital to examine and treat patients. However, teachers must report details to the principal such as where they teach, what subjects they teach, and what schedules they have.

Extracurricular tutoring facilities outside the school are allowed to operate under a business registration status, with prices agreed upon between parents and teachers or tutoring facilities.

"The education sector cannot manage all matters related to extra teaching and learning outside of school," said Mr. Hai.

However, Mr. Hai also said that in reality, even though extra classes at school do not charge students, parents still think that extra classes outside are better.

"If parents' awareness changes, students consider studying at school as the main thing and extra classes as secondary, then the problem of extra classes will decrease. As long as schools create trust among parents that studying at school ensures quality for 3 groups of students: unqualified, excellent and final year students, then extra classes and tutoring will definitely decrease. In short, extra classes and tutoring outside of school are business activities," Mr. Hai affirmed.

According to Mr. Hai, according to Circular 29, the Provincial People's Committee has three tasks: promulgating regulations on extra teaching and learning; managing in the area and directing inspection and examination work; district and commune levels also operate in the same way.

Educational institutions under the management of the Department of Education and Training must absolutely comply with the provisions of Circular 29 on extra teaching and learning in schools. Extra teaching and learning outside of schools and business households are not under the authority of the Department of Education and Training. As long as there are violations of teaching regulations, the Department will be responsible for coordinating with local authorities to inspect and examine.

"It is the parents' choice to want their children to take extra classes. Businesses must report on location, time, and subjects taught. As for teachers, they are allowed to operate and going to extra-curricular tutoring facilities is voluntary," Mr. Hai added.
