(GLO)- The Provincial People's Committee has just assigned the Department of Agriculture and Rural Development to preside over and coordinate with the Departments of Planning and Investment, Natural Resources and Environment, Construction and other departments, branches, and localities on the basis of Official Dispatch No. 2314/BNN-VPDP dated April 13, 2023 of the Ministry of Agriculture and Rural Development on paying attention to and promoting rural planning in new rural construction (NTM) associated with the urbanization process in the period of 2021-2025 and related regulations, the actual situation of the province to proactively research and implement in accordance with regulations; advise and propose to the Provincial People's Committee on contents beyond its authority.

Based on the results achieved after more than 10 years of implementing planning criteria in new rural construction and Directive No. 04/CT-TTg dated February 7, 2023 of the Prime Minister on the orientation of developing rural architectural planning in Vietnam, creating identity and preserving traditional architecture, in Official Dispatch No. 2314/BNN-VPĐP, the Ministry of Agriculture and Rural Development requested localities to review, adjust and supplement the general planning for commune construction, district construction planning (referred to as rural planning), especially the planning that has expired, in accordance with provincial planning, national sectoral planning and legal regulations on construction planning. Improve the quality of rural planning projects to ensure that the planning objectives are met, which are to contribute to promoting local socio-economic development in a sustainable direction, preserving and promoting traditional values, and adapting to climate change. Rural planning must ensure connectivity between rural-urban, rural-industrial development areas, rural-tourism-service development areas, plains-mountains and take into account the goal of building sustainable new rural areas. Rural planning is associated with urbanization; there should be specific regulations on building new rural areas for suburban communes, communes and districts planned as urban areas (meeting both the regulations on criteria for building new rural areas and being consistent with the orientation of urban development) to inherit the results of building new rural areas when they become urban areas, while minimizing disruption in construction investment.
