Accordingly, Deputy Prime Minister Le Thanh Long directed the Ministry of Education and Training to carefully review, research, and absorb public opinions to complete and promulgate regulations on secondary and high school admissions according to its authority, including considering regulations on the announcement time for early exam plans to create favorable conditions for schools and students, especially in proactively planning appropriate and effective teaching, learning, and review.

In October, the Ministry of Education and Training announced the draft Regulations on Secondary and High School Admissions, which stipulates the implementation of three subjects, including math, literature and a third subject or a combined test selected by the Department of Education and Training and the higher education institution with a high school and announced before March 31 every year. The third subject is selected from among the subjects assessed by scores in the secondary school general education program. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.

Many opinions say that although the draft announced by the Ministry of Education and Training does not require "lottery" for the third exam subject, but stipulates that the third exam subject must be changed every year, the Departments of Education and Training have little other choice.

Teacher Nguyen Xuan Khang, Chairman of the Council of Marie Curie School (Hanoi), said that the high school entrance exam subjects should be clearly defined, transparent and stable for many years. Do not and absolutely do not use the form of "lottery". Meanwhile, Article 12, Clause 1 of the draft stipulates: the third exam subject or the combined exam is selected by the Department of Education and Training, the higher education institution and one of the two options and announced before March 31 every year. "If this regulation is officially issued, it will lead to the Department of Education and Training having to "lottery", "take the chance and bear the risk". It is really not advisable!", Mr. Khang commented.

Don't "draw lots" or "leave it to chance"

Many readers (BĐ) believe that the "lottery" method should not be used to choose the third exam subject, because this method is not suitable for education. BĐ Minh Duc Trinh commented: "We should not and absolutely should not use the "luck" method to determine the high school entrance exam subject. Let's stabilize the exam subjects as before to avoid causing confusion and bewilderment for students and parents (PH). English is a basic and important subject, which can be applied in many real-life situations. In my opinion, we need to maintain and develop it."

Many other boards also support choosing English as the third subject. Board of Directors Lan Ky said in a recent school parent meeting, "The third subject was questioned by parents, and students are also confused. Nowadays, everywhere we go, we hear about global citizenship, global integration, and foreign languages ​​being used a lot in daily life, so the third subject is a foreign language, which is very suitable". Board of Directors Lai Tran Thi also expressed: "Just stick to the old math, literature, and English, don't make any more confusion. What needs to be done is to immediately stop extra teaching and learning, to avoid the situation where teachers cannot convey all the knowledge in class to students".

Provinces and cities decide on the third exam subject.

However, there are also many opinions that disagree with choosing a foreign language as the third subject. Mr. Huynh commented: "Math and literature are fine. English is just a tool to learn when needed, and can still be learned when working. The important thing is to develop science and technology."

Sharing the same opinion, BĐ Pin shared: "It is reasonable to propose to organize a unified exam for only 2 subjects (math, literature). Current conditions for learning foreign languages ​​are generally uneven. Families with conditions have sent their children to study foreign languages ​​at centers from a young age, while families without conditions or in remote areas cannot do so, so there will be a difference in the children's learning ability. And we should not organize a "lottery" for the third subject, because it is both very confusing and adds more work."

Meanwhile, the DBBD Board of Directors shared: "Provinces and cities should decide on the third exam subject. In high school, students are allowed to choose their own subjects, so why worry about being biased, while in middle school, students have already studied all the subjects."

"I agree with letting provinces and cities decide on the third exam subject, because that will be closer to the local situation. But there is a suggestion that the exam subject should be kept stable for many years, not changed every year, and the exam subject should be announced early, so that schools, parents, and students can be proactive in teaching and learning," said The Minh.

I suggest that we only need to take 2 subjects, literature and math, combined with the transcript score of the entire secondary school education.
