On the morning of June 12, speaking at the opening session of the 5th Session of the National Assembly Standing Committee, National Assembly Chairman Vuong Dinh Hue said that the implementation of reception, explanation, and revision must be in accordance with procedures and principles, and only include in the law contents that have been carefully prepared, in accordance with procedures, "ripe" enough, clear enough, urgent enough, and have high consensus.
Mr. Vuong Dinh Hue stated that the contents that are not "ripe", not clear enough, not well prepared, not fully assessed for impact, and still have many different opinions need to continue to be carefully studied.
"It is necessary to ensure the spirit of openness, transparency, and resolutely prevent and combat corruption and negativity, and absolutely avoid inserting group interests and taking advantage of policies in the work of perfecting institutions and building the legal system," the National Assembly Chairman emphasized.
Assessing the initiative to divide the 5th Session into 2 sessions to have time to absorb, explain and make adjustments as reasonable, the National Assembly Chairman said that it is necessary to carry out the work as soon as possible, taking advantage of the break between the 2 sessions to urgently and promptly deploy the work.
According to the National Assembly Chairman, at the meeting, the National Assembly Standing Committee is expected to give opinions on 8 draft laws, of which 6 draft laws were given opinions by the National Assembly at the 4th session, and 2 draft laws were added for approval according to the 1-session process. In addition, the National Assembly Standing Committee will also give opinions on 9 draft resolutions.
National Assembly Chairman Vuong Dinh Hue requested that delegates and relevant agencies be truly receptive, actively listen to absorb and fully and thoroughly explain the opinions of agencies and National Assembly delegates.
With the desire to improve the quality of the legal institutional system to the highest level, the National Assembly Chairman noted that the examining agency and the presiding agency need to ensure that no opinion of the National Assembly deputies is not properly received and explained.
Citing the Law on Promulgation of Legal Documents, Mr. Vuong Dinh Hue said that the National Assembly Standing Committee is primarily responsible for the reception, explanation, and revision stages. When the National Assembly Standing Committee reaches a consensus, a plan will be formed to seek the opinions of the submitting agency.
Appreciating the Nationalities Council and the National Assembly Committees for their efforts and close and active coordination with Government agencies in recent times, the National Assembly Chairman requested that the Nationalities Council and the National Assembly Committees continue to promote their work to improve the quality of work, ensuring that draft laws and resolutions are of the highest quality.
