On the morning of September 13, a working delegation of the Ministry of Education and Training led by Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), had a working session with the People's Committee of Ho Chi Minh City on the recognition of universal education and illiteracy eradication standards.
At the meeting, the Director of the Department of Secondary Education said that the working group had inspected the reality in Thu Duc City and 21 districts.
In each district and Thu Duc City, the inspection team worked with the local steering committee for universal education and illiteracy eradication (PCGD-XMC), reviewed documents and conducted field inspections at 2 wards, communes, towns, secondary schools, and households in the area.
Previously, at the time of December 2023, the indicators in the report showed that Ho Chi Minh City met the standard of universal primary education level 3, the standard of universal secondary education level 3, and the standard of eliminating illiteracy level 2.
To prepare for the recognition, the Ministry of Education and Training organized 3 field survey teams in districts and Thu Duc City. The survey results showed that for universal primary education, the rate of mobilizing 6-year-old children to enter grade 1 reached 100%; 11-year-old children completing primary school reached over 98%; children up to 14 years old completing primary school reached 99.4%; 1,837 children with learning disabilities had access to education, reaching 100%.
Regarding universal lower secondary education, the rate of students completing primary school in grade 6 reached 99.9%; the rate of grade 9 students graduating from lower secondary school and continuing education reached 99.8%; the rate of adolescents aged 15-18 graduating from lower secondary school reached 98.3%; the rate of adolescents aged 15-18 studying in general education or continuing education reached 96.6%; the total number of adolescents with disabilities (aged 11-18) accessing education was nearly 1,500 people, reaching 100%.
Regarding illiteracy eradication, the city has a total literacy rate of over 99.6% among people aged 15-60, ensuring the recognition standard of level 2 illiteracy eradication.
Ms. Le Thi Hang, Deputy Director of the Department of Continuing Education (Ministry of Education and Training) said that Ho Chi Minh City has directed the coordination of learning promotion work and participation in literacy teaching of continuing education and vocational education centers.
According to statistics, the total number of people mobilized to participate in illiteracy eradication is more than 2,000 people. The illiteracy eradication rate of Ho Chi Minh City is higher than the national average (97.37%), and also higher than the target of the Government Resolution.
Acknowledging the achievements, Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy requested the Ho Chi Minh City Department of Education and Training, the standing agency for universal education and literacy at the city level, to continue to improve and organize re-inspections to maintain the achieved results.
The Vice Chairman of the Ho Chi Minh City People's Committee affirmed that the results of universal education and illiteracy eradication in the city are the joint efforts of the government and people of Ho Chi Minh City.
