Thu Duc City plans to build 22 new schools

On November 23, Thu Duc City Party Committee organized a seminar on Awareness and Action of Thu Duc City Education Sector in Implementing Resolution No. 98/2023/QH15.

The discussion was chaired by comrades: Nguyen Huu Hiep, member of the Standing Committee of the Ho Chi Minh City Party Committee, Secretary of the Thu Duc City Party Committee; Nguyen Phuoc Hung, member of the City Party Committee, Permanent Deputy Secretary of the City Party Committee, Chairman of the Thu Duc City People's Council; Hoang Tung, Deputy Secretary of the City Party Committee, Chairman of the Thu Duc City People's Committee.

At the seminar, delegates presented programs to improve the quality of education, implement digital transformation in education and build happy schools. Delegates also mentioned the difficulties and obstacles of current educational institutions such as human resources and facilities to implement advanced educational programs to meet integration requirements.

Paying special attention to Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, delegates also enthusiastically discussed mechanisms that can be applied to the education sector.

Referring to the reality of many teachers quitting their jobs, while recruiting human resources in the education sector is difficult, Mr. Nguyen Thanh Truoc, Principal of Nguyen Minh Quang Primary School, said that it is necessary to promote solutions to resolve the problem, and there must be an appropriate attraction mechanism.

In further discussion, Mr. Nguyen Thanh Truoc said that teachers are currently facing difficulties in housing, while they are the ones who need stability, so he proposed to support teachers in accessing social housing.

Many delegates were concerned about exploiting public assets and taking advantage of surplus space in schools to increase school revenue. Ms. Mai Thi Thu, Principal of An Phu Secondary School, said that everyone wants to exploit public assets to increase school revenue, but in reality, this revenue must be paid into the budget, so schools have not yet had a bolder solution.

Referring to digital transformation, Ms. Mai Thi Thu shared many thoughts. According to Ms. Mai Thi Thu, digital transformation creates great convenience for schools, teachers and parents in teaching and learning as well as in management. However, to transform digitally, software must be used. And this is a service so there is a fee, parents react so it is very difficult for the school. "Many people, including students, parents, and even teachers, think that if a unit implements the service, the principal will get a commission. Therefore, we are very hesitant to implement paid services," Ms. Mai Thi Thu confided.

The principal of An Phu Secondary School hopes that Thu Duc City will support the introduction of a software provider that integrates appropriate functions for schools in the area to use together, avoiding the situation where schools have to cooperate with many different units; at the same time, there is a solution to avoid having to collect fees from parents to implement digital transformation.

Talking to the delegates, Chairman of Thu Duc City People's Committee Hoang Tung committed that in the coming time, the facilities of the education system in Thu Duc City will change dramatically.

Comrade Hoang Tung informed that Thu Duc City has just been allocated 1,500 billion VND by Ho Chi Minh City, of which 700 billion VND is for education. Thu Duc City plans to build 22 new schools, which will meet the demand for learning places for students in the area.

The Chairman of the People's Committee of Thu Duc City also affirmed that they will focus on renovating and upgrading existing schools. However, he frankly said that when surveying, the toilets in many schools were not guaranteed. Therefore, the Chairman of the People's Committee of Thu Duc City required each school to ensure cleanliness for the school upgrading to be meaningful.

In response to concerns from principals of many schools about the difficulty in recruiting staff, Mr. Hoang Tung said that in 2023, Thu Duc City organized two teacher recruitment rounds but could not recruit any teachers. He asked each school to demonstrate the "attractiveness" of its school, including attractiveness from the working environment, facilities, colleagues... to attract teachers to apply.

Regarding the exploitation of public assets in schools, comrade Hoang Tung said that the main difficulty at present is the issue of certificates of house and land ownership. The Chairman of the People's Committee of Thu Duc City requested the Department of Education and Training of Thu Duc City to select a number of qualified schools, prepare documents and submit them to the People's Council for a pilot project to be implemented first.

Concluding the discussion, Secretary of the Thu Duc City Party Committee Nguyen Huu Hiep said that Resolution 98 with its breakthrough mechanisms and policies will greatly support the development of Thu Duc City, including education development. Sharing many thoughts on happy schools, he requested that schools in the area need to strengthen the maintenance of unity and solidarity in the spirit of transparency in responsibilities and sharing of work; improve the quality of teaching and learning in the spirit of caring for students from meals, sleep, travel, even study time, focusing on students; pay attention to union and team activities in schools. The Secretary of the Thu Duc City Party Committee also hopes that teachers will be the core in protecting environmental sanitation.

On behalf of the Standing Committee of the Thu Duc City Party Committee, comrade Nguyen Huu Hiep pledged to complete the education management staff of schools that are lacking before the Lunar New Year 2024 and by 2025, 22 schools will be completed or started construction, creating 700 new classrooms with a total value of 3,500 billion VND.

Based on Conclusion 14 of the Politburo and Decree 73 of the Government regulating the policy of encouraging and protecting dynamic and creative cadres for the common good, the Standing Committee of the Thu Duc City Party Committee will focus on supporting the removal of legal difficulties for pilot schools to install solar power; exploit public assets; equip fire prevention and fighting equipment... The Standing Committee of the Thu Duc City Party Committee also commits to implementing a housing program for local people, including teachers.
