According to the Ho Chi Minh City People's Committee, up to now, the number of personal income tax refund dossiers that have not been processed and transferred to the next period is 56,895 dossiers, an increase of 79% over the same period.
Ho Chi Minh City People's Committee has just sent a document to the Ministry of Planning and Investment with information on personal income tax and value added tax refunds in the area.
Accordingly, from the beginning of the year until now, the number of personal income tax refund applications received by the City authorities is 148,651 applications, an increase of 41% over the same period in 2023. The City has only issued 28,724 tax refund decisions, a decrease of 37% over the same period; the refund amount is 210,087 million VND, a decrease of 39% over the same period.
Meanwhile, the number of incomplete records was 35,252, an increase of 64% over the same period. The total number of unresolved records transferred to the next period was 56,895, an increase of 79% over the same period.

Regarding value added tax refunds, since the beginning of the year, the City has only resolved 385 refunds with a total refund amount of VND 3,774.6 billion, out of a total of 600 refunds that need to be resolved within...1 month.
The delay in tax refunds has been a concern for many businesses in the area. Typically, the Investment newspaper has published many articles reflecting that many rubber businesses in Ho Chi Minh City have not received value added tax refunds from 2021 to present. Some units even owe up to hundreds of billions of VND. Recently, many petitions from businesses as well as from the Vietnam Rubber Association have been sent to many tax agencies, but everything is still at a standstill.
