Speaking at the opening of the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that in the first session of 2024, the City People's Council will discuss and pass 17 resolutions to promptly resolve urgent matters, concretize the Party's guidelines, policies and laws of the State, and continue to effectively implement Resolution No. 98/2023/QH15 of the National Assembly.
Thereby, creating strategic breakthroughs, continuing to focus on discovering and removing difficulties and obstacles to create favorable conditions for the city to develop.
The resolutions belong to two groups of contents that specify the implementation of Resolution No. 98 such as regulations on criteria, standards, and norms for the number of cadres, civil servants, and non-professional workers in wards, communes, and towns in Ho Chi Minh City; regulations on titles, numbers, some regimes, and policies for non-professional workers at the commune level, in residential areas, and hamlets; people directly participating in activities in residential areas, hamlets, and the level of operating expenses of socio-political organizations at the commune level, the level of operating expenses of residential areas, hamlets in the city; assigning the number of cadres, civil servants, and non-professional workers in wards, communes, and towns in Ho Chi Minh City in 2024 according to population size, economic activities, and local characteristics...
According to Ms. Nguyen Thi Le, the Ho Chi Minh City People's Council also passed Resolutions on playing an important role in the socio-economic development - national defense and security of the City, such as: Resolution on approving the List of land use conversion purposes for rice cultivation to implement projects; List of land recovery projects for socio-economic development for national and public interests.
Resolutions on economy - budget, adjustment and supplementation of the medium-term public investment plan for the period 2021-2025 with local budget capital; adjustment and supplementation of the 2024 public investment plan with local budget capital as well as decisions to adjust investment policies for a number of projects; decisions on investment policies for the project to invest in a flexible traffic control system for main traffic axes in the city; investment policies for the project to improve the landscape of the area in front of Ben Thanh market; decentralization of authority to decide on the handling of irrigation infrastructure assets invested by the State under the management of Thu Duc City People's Committee and districts...
Also at the meeting, the Ho Chi Minh City People's Council also dismissed representatives of the Ho Chi Minh City People's Council and members of the Ho Chi Minh City People's Committee; elected Vice Chairman of the Ho Chi Minh City People's Council and personnel of the Ho Chi Minh City People's Committee according to their authority.
