If recognized, Ho Chi Minh City will become the first film city in Vietnam and Southeast Asia to participate in the UCCN, marking an important milestone on the world film map.
The city possesses many outstanding advantages such as a multicultural environment with 54 ethnic groups living together, a strongly developing creative ecosystem, the number of international visitors reaching 6 million by 2024, and prestigious tourism titles such as "Asia's Leading Business Travel Destination" and "Asia's Leading Festival and Event Destination" voted by World Travel Awards 2023.
Cinema currently plays an important role in the cultural development strategy of Ho Chi Minh City. To date, the city has 935 enterprises operating in this field, with more than 9,000 employees, annual revenue reaching 500 million USD, contributing 0.43% to GRDP.
Ho Chi Minh City also owns a system of 52 cinema complexes, 295 screening rooms, 10 large cinema systems and 184 creative spaces serving the arts.
To promote the film industry, Ho Chi Minh City has implemented many support policies such as investment incentives for cinema complexes with over 1,000 seats, and 0% interest rate support for 7 years with loans up to 7.8 million USD.
Film businesses are also exempt from personal income tax and corporate income tax when meeting innovation criteria.
In addition, the city called for investment in 40 cultural and sports projects, including 5 key film projects with a total value of more than 90 million USD.
Ho Chi Minh City aims to become a regional creative cinema hub by 2030. The city will focus on building professional filmmaking infrastructure, organizing the annual Ho Chi Minh City International Film Festival (HIFF), and expanding in-depth training programs on screenwriting, directing, cinematography, and editing.
In addition, the city has also implemented initiatives such as “Creating Cinema in Schools” to bring cinema into education and the “Colors of Life through Cinema” project to facilitate access to art for the community, especially disadvantaged groups.
With a long-term vision, Ho Chi Minh City will promote policies to encourage creativity, develop a smart cinema ecosystem applying modern technology, and build iconic amusement parks associated with creative culture.
With these strategic steps, Ho Chi Minh City expects the cultural industry to contribute 7.2% of GRDP and create more jobs for urban residents in the future.
