The Council has just been established under the decision of Chairman of the Ho Chi Minh City People's Committee Phan Van Mai. Resolution 98 was passed by the National Assembly on June 24, granting the city a number of specific mechanisms and policies in many areas such as infrastructure investment, budget finance, construction - planning, attracting strategic investors, organizational structure...
In particular, Ho Chi Minh City is allowed to pilot the TOD model (urban development oriented towards public transport development); reapply the BT (build - transfer) form for new projects, BOT (build - operate - transfer) on existing roads; the City People's Council is allowed to decide and adjust the levels and rates of fees and charges not included in the list of the Law on Fees and Charges (except for court fees and charges, fees from central budget revenue sources), arrange the budget to spend additional income for cadres, civil servants and public employees based on work efficiency...

Dr. Tran Du Lich is currently a member of the National Monetary Policy Advisory Council, chaired by Dr. Truong Minh Huy Vu, Vice President of the Ho Chi Minh City Institute for Development Studies, and Associate Professor Dr. Tran Hoang Ngan, Secretary of the City Party Committee. Assisting the Advisory Council is a Secretariat with three members.
The Advisory Council and the Secretariat are responsible for organizing meetings or workshops to discuss and propose to the City People's Committee and the Chairman of the Ho Chi Minh City People's Committee priority contents, detailed regulations for implementing Resolution 98; solutions, projects and important issues related to the implementation of specific mechanisms and policies.
At the same time, the council also advises the city to issue plans for each phase and operational measures to effectively implement Resolution 98. Advises on the content of the quarterly periodic monitoring program, thematic or ad hoc monitoring when requested by the Chairman of the Ho Chi Minh City People's Committee.
At the July socio-economic meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that Resolution 98 is like a major project assigned by the National Assembly to the city, and the independent consulting unit will monitor and urge implementation to ensure the set goals.
Previously, the Prime Minister also established a Steering Committee for the implementation of Resolution 98, headed by Prime Minister Pham Minh Chinh and two vice-chairmen, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen and Minister of Planning and Investment Nguyen Chi Dung. The 11 members are representatives of leaders of ministries and ministerial-level agencies. In particular, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai was assigned as Head of the Working Group.
