The Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Urban Railway Management Board to perform the role of investor for metro projects according to the list of Resolution 188 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system.
The project list includes Line 1, Ben Thanh - An Ha section; Line 2, Ben Thanh - Thu Thiem and Tham Luong - Cu Chi sections; Line 3 (Hiep Binh Phuoc - Binh Trieu - Cong Hoa 6-way intersection - Tan Kien - An Ha); Line 4 (Dong Thanh - Tan Son Nhat airport - Ben Thanh - Nguyen Huu Tho - Hiep Phuoc urban area).
The next three routes include route 5 (Long Truong - Hanoi Highway - Saigon Bridge - Bay Hien - Da Phuoc Depot); route 6 (Inner Ring Road) and route 7 (Tan Kien - Nguyen Van Linh Street - Thu Thiem - Thao Dien - Thanh Da - High-tech Park - Vinhomes Grand Park).
Also in this decision, the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Urban Railway Management Board to carry out a number of related tasks. Specifically, proposing a capital allocation plan for urban railway projects in the medium term 2021-2025, 2026-2030 and 2031-2035; developing an annual capital allocation plan to ensure implementation progress.
At the same time, focus on thoroughly handling the backlog related to metro line 1 (Ben Thanh - Suoi Tien), resolving contractor complaints related to the contract, and fully implementing the conclusions of the State Audit Office.
Next is to complete the relevant procedures to end the investment policy of metro line 2 (Ben Thanh - Tham Luong) using ODA capital in accordance with regulations. Urgently organize surveys, prepare overall designs (FEED) and feasibility study reports for new projects to submit to specialized agencies and competent persons for consideration and approval.
The Ho Chi Minh City Urban Railway Management Board urgently develops a detailed and specific implementation plan for each month, quarter, and year, reporting to the City People's Committee and relevant departments and agencies for implementation, ensuring progress, quality, and investment efficiency.

Metro Line 2, Ben Thanh - Tham Luong section, will start construction in December 2025.
To develop 355km in 10 years, Ho Chi Minh City needs to mobilize about 40.2 billion USD. For metro line 2, Ben Thanh - Tham Luong section, from now until April 2025, departments and branches will complete the procedures to convert capital sources from ODA to public investment. After that, the city will organize bidding and start the project in December 2025.
For the remaining routes and sections, the city will speed up the implementation of procedures to organize contractor selection and start construction of projects in phase 2027. Site clearance for these projects will be carried out from phase 2025 - 2027.
