The above content is stated in the draft of a special policy to support tuition fees for public and private secondary school students for the 2024-2025 school year, submitted to the Ho Chi Minh City People's Council on the morning of December 9.
Specifically, students are supported with 30,000-60,000 VND/month, depending on the location, equivalent to 100% of public tuition fees. Private students (except schools with foreign investment) receive the same amount.
Group 1 is students from schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan, charged 60,000 VND/student. Group 2 is students from Nha Be, Hoc Mon, Can Gio, Cu Chi, Binh Chanh, charged 30,000 VND/student.
The estimated budget for implementing this policy is 237 billion VND. Of which, 221 billion VND is to support tuition fees for public secondary school students (over 464,000 students); 16 billion VND is to support non-public secondary school students (over 30,000 students).

According to the Ho Chi Minh City People's Committee, tuition support will be implemented from the 2021-2022 school year to the 2023-2024 school year. In 2021-2022, 100% of public tuition fees will be supported. In 2022-2023, a part of the difference due to tuition fee adjustments will be supported. In 2023-2024, the city will support a part of the difference due to tuition fee adjustments for preschools and high schools and 100% of tuition fees for middle schools.
After 3 years of implementing the tuition support policy, the Ho Chi Minh City People's Committee found that the policy is popular, creating peace of mind and motivation for parents and city residents to have conditions to develop the economy and production and business, and recover the economy after a long time of dealing with the COVID-19 pandemic. Meanwhile, students feel secure going to school, not having to drop out of school because of economic conditions and not being able to pay tuition.
Currently, there are 8 localities nationwide that exempt tuition fees from preschool to grade 12 in public schools, including: Vinh Phuc, Khanh Hoa, Hai Phong, Ba Ria - Vung Tau, Da Nang, Quang Nam, Quang Ninh and Yen Bai. In addition, Long An reduces 50% for preschool children under 5 years old and exempts tuition fees for secondary school students.
