CHAIRMAN OF THE FOREIGN AFFAIRS COMMITTEE: PROMOTING THE ROLE OF YOUNG PARLIAMENTARIES AND YOUTH IN SOLVING GLOBAL CHALLENGES
The Vietnamese National Assembly will host the 9th Global Conference of Young Parliamentarians from September 14-17 with the theme: “The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation”. This is an important foreign affairs event, expected to strengthen the role of parliaments in general, and young parliamentarians in particular, in promoting the achievement of sustainable development goals.
Sharing about the purpose and significance of organizing the Global Young Parliamentarians' Conference, Secretary General of the Inter-Parliamentary Union (IPU) Martin Chungong said that the Global Young Parliamentarians' Conference has laid the foundation for promoting the fundamental role of youth in the IPU. The conference is organized to empower youth to address issues of common concern and promote the activities of parliaments. This conference also helps to share experiences and perspectives of young people on a series of hot issues globally. The conference also helps to form a platform connecting young parliamentarians globally, while helping them connect with young leaders in all areas of life. Up to now, the Global Young Parliamentarians' Conference has become a very important event for young parliamentarians around the world.
Assessing the achievements of the previous 8 Global Young Parliamentarians' Conferences, the Secretary General of the Inter-Parliamentary Union said that each Global Young Parliamentarians' Conference has a theme that addresses hot issues, not only issues that attract the attention of young people, but also issues of all people around the world, regardless of age, to look towards the future. These are issues of global climate change, sustainable development, recovery from the Covid-19 pandemic and many other issues. However, all conferences have emphasized the need to promote the participation of young people in political decision-making. Each conference has produced a document that addresses strong actions that young parliamentarians can promote in their own countries. These conferences not only provide young people with a perspective on the laws and activities of parliamentarians around the world, but also impact the work of the IPU itself.

Sharing his expectations for the 9th Global Meeting of Young Parliamentarians hosted by the Vietnamese National Assembly, the Secretary General of the Inter-Parliamentary Union said that he still clearly remembers the 132nd IPU Assembly held in Hanoi in 2015. At that time, the IPU adopted the Hanoi Declaration to turn words into actions, urging member parliaments to realize the sustainable development goals. Currently, only 12% of the sustainable development goals have been implemented on schedule. Therefore, we need to make more efforts for these goals. Digital transformation and innovation are important factors to help us achieve this goal, and young parliamentarians, citizens of the digital age, are the most perfect leaders to lead this process. The Secretary General of the Inter-Parliamentary Union expressed his belief that the 9th Global Conference of Young Parliamentarians will help young parliamentarians in particular and parliaments in general make stronger changes to realize sustainable development goals.
Appreciating the cooperation of the Vietnamese National Assembly and the National Secretariat in preparing for the upcoming Conference, the Secretary General of the Inter-Parliamentary Union said that Vietnam has successfully organized many international conferences, and the IPU is looking forward to returning to Hanoi to participate in the 9th Global Conference of Young Parliamentarians. The Secretary General of the Inter-Parliamentary Union firmly believes that the Conference will be a great success.

With careful and thoughtful preparation, the 9th Global Conference of Young Parliamentarians will be hosted by the National Assembly of Vietnam from September 14-17 with the theme: “The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation”. The conference is an opportunity for young parliamentarians from around the world to discuss parliamentary activities to enhance the role of young people in promoting the achievement of the Sustainable Development Goals through digital transformation, innovation as well as cultural and human values.
It is expected that delegates will participate in discussions on many important issues related to digital transformation, innovation, startups, and promoting respect for cultural diversity for sustainable development. Specifically, at the discussion sessions, representatives of parliaments of IPU member countries will discuss many important issues such as: Perfecting institutions and policies in promoting the digital transformation process to enhance opportunities for sustainable development; Sharing experiences of parliaments in legislative work, supervision and the role of young parliamentarians to promote the digital transformation process in the context of the 4th industrial revolution; Sharing progress in digitizing parliamentary activities for sustainable development.
Delegates will discuss and exchange many issues related to the improvement of institutions and policies in promoting innovation and entrepreneurship (including youth entrepreneurship) as a driving force for inclusive and sustainable development, including the field of food technology (foodtech); Sharing experiences of parliaments in legislative work, supervision and the role of young parliamentarians to promote innovation and entrepreneurship; Exchange and discuss the development of artificial intelligence contributing to the process of achieving SDGs; Proposing to parliaments on policies and solutions on building and improving institutions and policies to minimize risks related to artificial intelligence.
In addition, many important contents were also mentioned at the conference such as: Digital cooperation based on ethics and minimizing the unwanted impacts of digital transformation on privacy, security and happiness; Promoting the role of culture in development policies at the national, regional and international levels; Commitment to protect and promote cultural diversity; creating a favorable environment and ecosystem for culture and cultural diversity; The role of culture and cultural diversity in sustainable development.
