Europe
* “Europe needs to rethink its future relations with Russia and peace on the continent. We need a new approach to the European organization,” French President Emmanuel Macron said on September 22.
According to Mr. Macron, Europe needs an order in which all countries are equal, taking into account the geographical reality of Europe, not just limited to the European Union (EU) or the North Atlantic Treaty Organization (NATO).
He called for the establishment of a new world order because the current one is “incomplete and unjust,” as it was formed after World War II and does not take into account new challenges. (Sputnik)
* The Kremlin believes that Europe needs a “new security architecture” to ensure Russia’s security through a system. In addition, the Kremlin also said it would study Ukrainian President Volodymyr Zelensky’s “Victory Plan” when there is official information about this plan. (TASS)
* The international exercise “Fire Thunder 2024” of fire support units was deployed at three military training areas in Lithuania from September 23-27.
On the final day of the exercise, NATO forward forces based in Lithuania and the 1st Battalion of the 82nd US Artillery Regiment will participate.
* The British Labour Party's annual conference takes place from September 22-26 in Liverpool, nearly 3 months after the Labour Party won an overwhelming general election victory over the Conservative Party, but the new government is facing pressure from many sides.
Ahead of the congress, British Prime Minister Keir Starmer pledged not to “go down the path of austerity”, ensuring public services run efficiently and protecting workers from tax rises. (AFP)
* Turkey has disagreements with the United States on national security issues, according to the President of the Eurasian transcontinental nation, also a NATO ally of Washington, Recep Tayyip Erdogan.
Besides, Mr. Erdogan emphasized that, no matter who becomes the US president after the upcoming election, Ankara's views on Washington and high-level dialogue in bilateral relations will not change." (Anadolu)
* Russia and Laos will hold joint military exercises LAROS-2024 at the Sergeevsky training area in the Primorsky region of the Far East. The two sides will study routes for deploying tactical groups, terrain features, and practice organizing communication between units, as well as conduct counter-terrorism drills. (TASS)

* Japan's main opposition Constitutional Democratic Party has elected former Japanese Prime Minister Yoshihiko Noda as its leader. (Kyodo)
* Japan and Mongolia agreed to strengthen bilateral cooperation as “special strategic partners” and push for the early signing of a bilateral agreement on the transfer of defense equipment and technology.
The agreement will allow the two countries to import and export defense equipment and technology from each other, while ensuring appropriate controls to prevent the use of such equipment and technology for other purposes or their transfer to third parties. (Kyodo)
* Sri Lanka's new President Anura Kumara Dissanayake was sworn in on September 23, becoming the South Asian nation's ninth head of state since its independence in 1948. He affirmed that he would build good relations with all countries and create a "new political culture".
Meanwhile, Sri Lankan Prime Minister Dinesh Gunawardena has announced his resignation, paving the way for the formation of a new government. (AP)
* The Quad grouping (Quad) has pledged to deploy joint coast guard patrols to monitor illegal fishing vessels in the Indo-Pacific. Specifically, the coast guards of the four member countries - the US, Japan, Australia and India - will conduct a joint operation by 2025. (Japan Times)

* The Israeli Defense Forces (IDF) launched a new offensive against Hezbollah in southern Lebanon, advising Lebanese residents in villages located in and near buildings and areas used by the Islamist movement for military purposes to immediately evacuate for their own safety.
The IDF vowed to continue carrying out more widespread and precise strikes in the future, while the Israeli Defense Ministry reassured the public to remain calm in the coming days. (AFP)
* Lebanese Prime Minister Najib Mikati condemned Israel's "destructive plan" amid Tel Aviv's fierce attacks on the east and south of Lebanon, and called on the United Nations (UN), the UN General Assembly and influential countries... to prevent this action. (AFP)
* International efforts have called on Israel and Lebanon to restrain the escalation of the conflict, including US President Joe Biden, British Foreign Secretary David Lammy, EU High Representative for Foreign Affairs and Security Policy Josep Borrell, and Egyptian Foreign Minister Badr Abdelatty.

* UN adopts Pact for the Future at opening session The UN General Assembly High-Level Week, which outlined 56 actions to address a range of conflicts, environmental threats, and technological challenges facing humanity.
The pact calls for reform of international financial institutions and the UN Security Council, and underscores faith in “a path to a brighter future for all humanity.” (UN News)
