US President 'invited' Ukraine to exchange this precious item for aid, rumors spread about Trump-Putin plan to 'oust' Mr. Zelensky, Kiev dissatisfied

On February 3, US President Donald Trump frankly expressed his intention to require Ukraine to have a "tit-for-tat" exchange if it wants to receive aid from Washington.

AFP news agency reported that, speaking to reporters in the Oval Office at the White House, US President Donald Trump shared: "We hope to make a deal with Ukraine, in which they will get what we are providing them, in exchange for rare earths and other things."

Revealing that he had received information from the Ukrainian government that they were ready to make a deal to allow the US access to elements vital to a modern high-tech economy, the 47th White House boss made it clear: “They have a great source of rare earths. I want to ensure the security of those rare earths and they are willing to do that .

Despite that, on the same day, US media quoted sources as saying that after a short pause, over the weekend, Washington resumed the transfer of aid weapons to Ukraine, in the context of the Trump administration's debate on policy towards Kiev.

Shipments resumed after the White House reversed its initial assessment of halting all aid to Ukraine, according to four sources familiar with the matter.

According to a US official, there are factions within the Trump administration that are divided over the extent to which Washington should continue to support Ukraine's efforts with weapons drawn from the nation's stockpile.

Meanwhile, on the same day, Politico reported that Russian President Vladimir Putin and his US counterpart Donald Trump agreed to hold presidential elections in Ukraine.

On January 28, President Putin announced that Mr. Zelensky cannot sign international treaties because he has no political status. The Russian leader reiterated that Mr. Zelensky's presidential term ended in May 2024 and power should have been transferred to the Chairman of the Verkhovna Rada (Ukrainian parliament).

Previously, Verkhovna Rada deputy Alexander Dubinsky said that Mr. Trump would force Kiev to hold elections and this decision would exclude Mr. Zelensky from participating in the negotiation process.

On February 1, US Special Presidential Envoy to Ukraine Keith Kellogg announced that Washington wants Ukraine to hold presidential elections before the end of this year, especially if a ceasefire is signed with Russia.

However, this has made Kiev dissatisfied. On February 2, Reuters news agency quoted President Zelensky's media advisor, Mr. Dmytro Lytvyn, as being cautious when commenting on Mr. Kellogg's above point of view, but said that if this plan is only a ceasefire and elections, it is "a failed plan".

Affirming that Ukraine wants to see a more in-depth approach from officials in key partners, Dmytro Lytvy stressed that it is important to quickly move on to "real work between the groups on a concrete plan to end the conflict and ensure lasting peace."

Kiev has repeatedly said it does not want a ceasefire without security guarantees to prevent Moscow from regrouping and launching another special military operation in the future. Elections in Ukraine are currently banned under martial law imposed after Russia began its special military operation in 2022.
