The general inventory is carried out in accordance with Decision No. 213 dated March 1, 2024 of the Prime Minister approving the Project on general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State (referred to as Project 213).

Take the results of the general inventory as the basis for evaluating task completion.

The Provincial People's Committee requests the Department of Finance - the standing agency of the Provincial Steering Committee, to closely follow Project 213 and the guiding documents of the Provincial People's Committee to promptly direct, urge, guide and organize the full implementation of the contents according to regulations.

The Department of Finance regularly updates the progress of the general inventory of public assets of departments, branches, sectors, associations, unions, agencies, units under the province and district-level People's Committees, and state-owned enterprises to serve periodic and ad hoc reporting as prescribed.

At the same time, organize inspections of the preparation and implementation of the general inventory of public assets of agencies, units and localities in the whole province. In particular, focus on subjects with large asset scale and number of inventory units, complex assets, and slow implementation progress.

The Department of Finance shall coordinate with the Department of Home Affairs to use the results of the general inventory of public assets as a basis for evaluating the task completion of agencies, organizations, units and heads of agencies, organizations and units.

Departments, branches, sectors, associations, unions, agencies, provincial-level units, People's Committees of districts, towns, cities and state-owned enterprises review and strengthen the accounting, management and use of public assets, ensure full inventory of existing assets, and information on assets is fully and accurately inventoried according to instructions.

During the inventory process, if assets are discovered to be unused, used for the wrong purpose, or used ineffectively, they must be promptly handled according to authority or reported to competent authorities for handling, without waiting until the end of the general inventory, to ensure that public assets are used for the right purpose, economically and effectively.

Agencies subject to temporary suspension of purchasing and leasing new assets

The Provincial People's Committee requires agencies, organizations, and units that merge, consolidate, separate, terminate operations, or transfer functions and tasks to other agencies, organizations, and units due to the arrangement, streamlining of the apparatus, and arrangement of administrative units to still perform the task of general inventory until the official merger, consolidation, separation, termination of operations, and handover of the work that has been and is being implemented to the new agency, organization, or unit.

Agencies, organizations and units after merger, consolidation, separation and receiving functions and tasks are responsible for continuing to implement the remaining work, ensuring that the arrangement, streamlining of the apparatus and arrangement of administrative units do not affect the implementation of Project 213, and absolutely do not allow the loss of state assets.

The Provincial People's Committee notes that agencies and units subject to rearrangement are responsible for carrying out inventory and classification according to groups.

Based on the results of the asset classification inventory, the agencies and units subject to the arrangement are responsible for: handling assets discovered to be in excess/shortage through inventory; returning assets to other organizations and individuals for assets kept or borrowed; terminating the lease of assets, if the termination does not affect the unit's operations and is agreed upon by the lessee; protecting and preserving assets to avoid loss or leakage of assets.

Suspend the purchase and lease of new assets from January 1, 2025 until the completion of the streamlining of the apparatus; except for other urgent special cases decided by the agency or person with authority to decide on the purchase and lease of assets or cases where the contractor selection has been organized.

Heads of departments, branches, sectors, associations, unions, agencies and units of the province; Chairmen of People's Committees, heads of district-level steering committees; heads of state-owned enterprises subject to inventory are responsible for the progress and quality of inventory results reports.

Project 213 aims to: grasp the current status of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State in terms of quantity, value, structure, current usage status... as a basis for perfecting policies and laws on management and use of public assets; serving the development of strategies and plans for socio-economic development.

By December 31, 2024, complete the preparation work for the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State. By March 31, 2025, complete the general inventory.

By July 1, 2025, complete the synthesis of inventory results, develop a summary report on public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State nationwide.
