Continuing the program of the 9th Extraordinary Session, on February 13, the National Assembly discussed in groups the draft Law on Government Organization (amended); the draft Law on Local Government Organization (amended) and the draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.
Participating in the discussion at Group 1 (Hanoi), General Secretary To Lam said that the policy of streamlining the state apparatus has been agreed upon and supported by the people, agencies, and the National Assembly, and has been implemented very quickly and very well, showing that this is a very correct policy.
"I think this is what people have been waiting for for a long time. With this streamlining of the apparatus, saving money is only a part, more important is the efficiency, effectiveness, and efficiency of the apparatus, bringing the country to development. This is what people want the most," said the General Secretary.
Considering that many policies and guidelines of the Party, the State, the Government, and the National Assembly have not been effectively implemented, achieved targets, and met the people's requirements and aspirations, the General Secretary raised the question: Is it because of the organization?
According to the General Secretary, to develop the country, it is necessary to carry out two "very important tasks", which are: Promoting economic growth along with improving people's lives.
“We cannot say that the growth numbers are high but people’s lives do not change. If so, where does the growth go? Therefore, these two things must always be ensured and continuously linked together,” the General Secretary emphasized, adding that he would like to pay attention to streamlining the apparatus for effectiveness and efficiency.
To streamline the apparatus to be efficient, effective and effective, according to the General Secretary, it is necessary to clearly define the correct functions and tasks and to be effective. To do that well, first of all, there must be an organizational model of the apparatus, then there must be a system of legal regulations and laws for the whole society to implement unanimously; along with that, there must be a team of cadres to ensure the improvement of the effectiveness and efficiency of law enforcement.
According to the General Secretary, the Central Resolutions of the previous terms have identified the state apparatus as cumbersome and ineffective. Resolution No. 18-NQ/TW of the 12th Party Central Committee continues to affirm this. Therefore, by the 13th term, the Party has summarized Resolution No. 18 and realized that there are still many unfinished tasks.
“When arranging, some comrades said to do it after the congress, in the new term, because doing so would cause too much conflict. Reorganizing would involve this ministry, that ministry, too many psychological issues, it cannot be done. I said, waiting until the congress is even more impossible, right after the congress, the election and the vote, who can do anything else, it is very difficult. Therefore, this is a golden opportunity to streamline the apparatus...”, the General Secretary shared.
"In this process, we also researched very carefully, from the history, system, and experience of other countries, all countries must take into account the effectiveness of governance. People's satisfaction must be evaluated based on many criteria to evaluate the performance and efficiency of the state apparatus, the Government, and the administration," the General Secretary emphasized.
National Assembly delegates discuss in Group 1
The General Secretary also set out the requirement to perfect the legal and administrative system, which must be implemented by all people, not to arrange the legal system just for the apparatus to operate, in accordance with the Government, the National Assembly, this ministry, that ministry. Along with that, it is necessary to take into account the ability to coordinate, data capacity, policy implementation capacity, apparatus quality, and budget management capacity.
According to the General Secretary, although Vietnam's position in the international arena is being enhanced, national competitiveness is still low compared to the world; the risk of our country falling behind has also been identified by our Party early on, in which the risk of falling behind is one of the four risks; this risk is still present, even more complicated, because countries in the world are developing rapidly.
The General Secretary also mentioned the goal of human development - the driving force of the country's development, which needs to take into account the interests of the people and promote the people's right to mastery.
“We need to take into account the executive mechanisms, the fairness of the rule of law, the level of integrity of the Government and the State. We strengthen the fight against corruption to prove the integrity of the administrative apparatus... These are the criteria to evaluate the efficiency and effectiveness of the state apparatus and the government,” General Secretary To Lam noted.
The General Secretary emphasized that only by achieving the growth target can one have enough potential to protect the Fatherland and be qualified to implement the policies of the Party and State. According to the General Secretary, there are many solutions to achieve the growth target, but an effective and efficient organizational apparatus is an important requirement.
Besides, it is necessary to mobilize people to participate and contribute to the development of the country; it is necessary to identify bottlenecks that hinder the goal of double-digit growth while our potential is huge; it is necessary to improve the quality of services for the people; promote social participation in the process of improving the efficiency of the administrative apparatus and consolidating democracy...
