Voters heard the announcement of the expected content of the 6th session of the 15th National Assembly; a summary report of responses from ministries, branches and Hanoi City to opinions and recommendations of voters in the 3 districts during the previous meeting.
At the Conference, after listening to the City National Assembly delegates report on the planned program of the sixth session and reports on responses to voters' petitions at previous meetings, voters expressed their assessment that under the leadership of the Party, our country is increasingly developing, its position in the world is increasingly consolidated and enhanced. Voters were particularly impressed with diplomatic successes, notably the visit to Vietnam by US President Joe Biden at the invitation of General Secretary Nguyen Phu Trong.
Voters also highly appreciated the results of the recently concluded 8th Central Conference (13th tenure), along with efforts to innovate and improve the quality of activities of the National Assembly and the Government.
Presenting a number of recommendations to National Assembly deputies, voters suggested that the National Assembly should do a better job in its legislative tasks, including discussing and thoroughly considering before passing the Land Law (amended), and soon passing the Capital Law (amended) with specific substantive provisions to remove institutional obstacles and bottlenecks, creating a legal framework for the Capital to maximize its potential and strengths, and most effectively use resources for development.
Voters also recommended that the National Assembly and the Government urgently direct the relocation of ministry and sector headquarters according to the planning, relocate universities and hospitals to suburban areas to reduce the load on the inner city; and promote digital transformation...
In particular, voters recommend that the Party and State continue to be resolute and persistent in the fight against corruption and negativity, considering this a particularly important task to be carried out regularly and continuously.
Speaking to clarify issues of concern to voters under the authority of the City People's Committee, Vice Chairman of the Hanoi People's Committee Ha Minh Hai said that all voters' opinions have been recorded and synthesized fully and carefully by the City's functional agencies.
According to Vice Chairman of the City People's Committee Ha Minh Hai, the City People's Committee will absorb all opinions of voters and continue to direct departments and branches to synthesize, advise and coordinate closely with central ministries and branches to promptly amend, supplement and perfect mechanisms and policies. Thereby, creating a driving force to promote socio-economic development in the capital in 2023, building a socio-economic development plan for 2024 and the following years.
At the same time, the Vice Chairman of the City People's Committee also reported on some main contents related to 5 groups of issues according to the opinions of voters such as: Attention to investment in developing socio-economic infrastructure and ensuring social security, supporting employment. Further discussion on the issue of building institutions and policies, especially the Capital Law Project (amended) and planning work; relocating polluting facilities, relocating schools, hospitals and merging commune-level administrative units; on administrative procedure reform, digital transformation, building e-government and building a team of cadres and civil servants...
General Secretary Nguyen Phu Trong speaks to voters of Constituency No. 1
Speaking to voters, the General Secretary said that before each session, National Assembly deputies meet with voters to report on the agenda and receive voters' comments on how to organize a successful session, which is important to make it a real success. The content and results of the session must institutionalize the Party's policies, thereby permeating each citizen, helping the "Party's will" always blend with the "people's heart". Therefore, meetings with voters must be organized in a very practical manner, not in a formal way.
Sharing with voters about the functions and tasks of the National Assembly and the relationship between the Party's leadership, the State's management, and the people's mastery as three very important "pillars", General Secretary Nguyen Phu Trong said that this is the mechanism for controlling power. In which, each subject must properly perform its functions and tasks, and must comply with the Constitution and laws. This is a very superior mechanism and regime, arguably the most superior at present.
The General Secretary noted that these are very basic, important, and necessary contents. All levels and sectors must grasp them very firmly in order to implement them correctly, especially being close to the people, respecting the people, because "the people are the ones pushing the boat, the people are the ones overturning the boat", not winning the people's hearts means losing the regime.
Informing voters about some important political, socio-economic results, especially recent foreign affairs work, General Secretary Nguyen Phu Trong affirmed the consistent foreign policy and viewpoint and the "bamboo diplomacy" style with a solid root but flexible trunk, with emotion and reason, with a sense of precedence and a sense of continuity of our Party, State and people.
On behalf of the National Assembly deputies, General Secretary Nguyen Phu Trong acknowledged and fully accepted the opinions of voters to report to the National Assembly, expressed opinions at the parliament as well as requested competent agencies to resolve and respond to report back to voters. General Secretary Nguyen Phu Trong wished voters and people of the capital to continue to unite and actively contribute to building Hanoi worthy of being the capital of heroic Vietnam and a thousand-year-old tradition.
