Delegates of the Ha Tinh National Assembly Delegation contributed many practical ideas to help perfect the draft laws and resolutions at the discussion session on the morning of November 10.
On the morning of November 10, the 6th Session of the 15th National Assembly continued with a group discussion on the draft Law on Traffic, the Law on Road Traffic Order and Safety, and the Resolution on the application of additional corporate income tax according to regulations against erosion of the global tax base. |
Strengthening management and protection of road infrastructure
Assessing the results, limitations and difficulties, the delegates of Ha Tinh delegation highly agreed on the necessity of separating the contents of the 2008 Road Traffic Law to develop two drafts of the Law on Road Traffic Order and Safety and the Road Law to meet practical requirements, contributing to improving the effectiveness and efficiency of State management in the field of road traffic.

Regarding the draft Law on Roads, delegates proposed to clearly define the contents related to road transport; specify road infrastructure compatible with criteria on traffic and smart vehicles.
Supplementing the content of prioritizing the development of public passenger transport in conjunction with the roadmap to limit personal vehicles in large cities; regulating the proportion of land fund for urban road infrastructure in accordance with urban classification; improving the efficiency of use and lifespan of road infrastructure; strictly and specifically regulating advertising activities; supplementing the rights of passenger transport business units by car such as: deciding on fares, service time, preferential policies to attract customers, and expand the market.
Delegates from Ha Tinh proposed to continue reviewing and clearly separating the contents related to roads adjusted in the draft Law on Road Traffic Order and Safety and the Road Law.
Supplement regulations on investment methods, decentralization of authority to implement investment in national highway construction; stipulate a national and provincial traffic management and operation center to avoid overlap and waste; stipulate principles on auxiliary works to ensure that people with disabilities, the elderly, pregnant women, and children can easily access and use the works; have appropriate policies to create financial resources for investment in road infrastructure to meet practical requirements.
Strengthening deterrence and ensuring effective enforcement of laws
Regarding the draft Law on Road Traffic Order and Safety, delegates proposed specific regulations on driving license classes, safe distances between vehicles on different types of roads; regulations on maximum and minimum speeds when moving through road tunnels; and sanctions for violations of regulations on horn use in the city from 10 p.m. to 5 a.m.

At the same time, supplement regulations on State management after driving license testing; conduct irregular inspections of training, testing, and licensing, review of testing results, and issuance of driving licenses; increase sanctions for any acts of intentionally evading the obligation to comply with penalty decisions.
Delegates from Ha Tinh proposed to add regulations on prioritizing the development of public transport; specific regulations on the age limit of motor vehicles; add traffic rules related to prioritizing and protecting vulnerable groups such as children, the elderly, and people with disabilities; clarify the responsibility of traffic police in organizing patrols, controlling, and handling violations of the law on vehicles transporting oversized, overweight goods, overloaded vehicles, and oversized vehicles; and propose not to require private vehicles to install data and image collection devices.
At the discussion, delegates said that the development of a supplementary corporate income tax policy in accordance with regulations on preventing erosion of the global tax base is necessary to ensure Vietnam's legitimate rights and interests; create a level of trust between enterprises and the State; and demonstrate progress and transparency in the tax management system and business investment environment.
