Full text of the opening speech of the 9th Extraordinary Session of the 15th National Assembly by the National Assembly Chairman

National Assembly Chairman Tran Thanh Man delivered the opening speech at the session.

On the morning of February 12, the 9th extraordinary session of the 15th National Assembly solemnly opened in Hanoi.

" Dear Comrade To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam,

Dear leaders and former leaders of the Party, State and Vietnam Fatherland Front,

Dear Congress, distinguished guests,

Dear compatriots, officers and soldiers of the armed forces, voters and people nationwide,

Pursuant to the Constitution of the Socialist Republic of Vietnam; Pursuant to the Law on Organization of the National Assembly; Pursuant to the Rules of Procedure of the National Assembly Sessions and the opinions of competent agencies; today, the 15th National Assembly solemnly opens the 9th Extraordinary Session.

On behalf of the National Assembly Standing Committee, I warmly welcome the leaders, former leaders of the Party, State, Vietnam Fatherland Front, National Assembly deputies, and distinguished guests who have attended the opening session of the meeting. I would like to respectfully send to you, the entire people, officers, soldiers of the armed forces, voters nationwide and our compatriots abroad, my best wishes.

Dear Congress,

This extraordinary session is of great significance, urgently considering and deciding on many urgent issues to serve the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country in the new era. This is an issue that is receiving high consensus and support from cadres, party members and people, and also creating a premise for organizational and personnel work at the 14th National Congress of the Party; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the National Assembly will consider, decide, and promptly remove difficulties and obstacles in institutions and policies, create breakthroughs to perfect infrastructure, promote resources, and create new development spaces, in order to successfully implement the goals set by the 13th National Party Congress.

At the preparatory session, the National Assembly deputies reached a high consensus and voted to approve the content and agenda of the session. The National Assembly will work for 6.5 days, from February 12 to February 19, 2025, including working all day on Saturday to consider and decide on the following contents:

Firstly, the National Assembly will consider and decide on fundamental laws and resolutions to implement the restructuring and streamlining of the apparatus to promptly concretize the policies and resolutions of the Party Central Committee on restructuring and streamlining the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after restructuring and streamlining are truly "upgraded, raised to a higher level, with better quality and higher efficiency"; reducing focal points, eliminating intermediate levels, clearly defining the scope, tasks and authority of agencies according to the Constitution, promoting decentralization and delegation of power, implementing the method of "management by results", strongly shifting from "pre-inspection" to "post-inspection" associated with strengthening inspection, supervision and control of power.

At this session, the National Assembly will consider and pass four draft laws, including: the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended); the Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; the Law on Promulgation of Legal Documents (amended) and five draft resolutions to implement the reorganization of the National Assembly and Government apparatus for the 15th National Assembly term.

In particular, the consideration and approval of the Law on Promulgation of Legal Documents (amended) is of great significance, playing a fundamental role, creating a legal corridor for the development and organization of the implementation of the system of legal documents. The draft law has been comprehensively studied and amended, with major changes, solving practical problems, in accordance with the spirit of Conclusion No. 119 dated January 20, 2025 of the Politburo on the orientation of innovation and improvement of the law-making process: accordingly, minimizing unnecessary processes and procedures; clearly defining the authority of the National Assembly, the Government and agencies in the political system, promoting dynamism and creativity associated with roles and responsibilities, strengthening control of power, preventing and combating corruption, waste and negativity; assigning only one agency to preside over and take primary responsibility for a task; The Government and agencies submitting the draft law are ultimately responsible for the draft law submitted by their agencies; ensure close, effective, synchronous and timely coordination in policy and law making between the National Assembly and the Government, between ministries, branches and between the Central and local levels; ensure synchronization, unity and conformity with changes in the organizational structure, functions, tasks and powers of agencies after implementing the organizational restructuring; create a legal framework to promptly remove institutional obstacles and shortcomings that have been identified as "bottlenecks of bottlenecks," so that institutions become "breakthroughs of breakthroughs," unlocking resources for the country to develop rapidly and sustainably in the new era of the nation.

Second, the National Assembly will consider and approve 7 resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works such as: Supplementary project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong Railway Project; specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035; additional investment plan for charter capital in the 2024-2026 period of the parent company - Vietnam Expressway Corporation; Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; policies and specific mechanisms and policies to build nuclear power plants in Ninh Thuan...

Third, the National Assembly will carry out a number of personnel work contents under its authority, in accordance with Party regulations and State laws, and perfect positions to ensure that the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period.

Dear Congress,

The 9th extraordinary session of the 15th National Assembly took place in the early days of the spring of At Ty 2025 with new confidence and enthusiasm, in the joy of the country's development achievements. With a very high sense of responsibility, the agencies of the National Assembly, the Government, and relevant agencies closely coordinated, made great efforts, worked day and night, even on holidays and Tet holidays to prepare the best quality content to submit to the National Assembly.

On behalf of the National Assembly Standing Committee, I respectfully request that National Assembly deputies promote democracy, in the spirit of "work efficiency is paramount," together with practical work experience and local and grassroots practices, to reflect and contribute sincere, frank, and quality opinions so that all contents in the session's agenda are considered and approved with the highest unity and consensus, meeting the requirements of practice and political tasks, and best meeting the expectations of voters and people nationwide.
