(NLDO) - President Luong Cuong emphasized streamlining but operating effectively and efficiently; the new apparatus must operate better and more effectively than the old one.

On the morning of February 12, continuing the 9th extraordinary session, the National Assembly discussed in groups the draft Law on Promulgation of Legal Documents (amended) and the draft Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly.
Speaking at the discussion group, President Luong Cuong said this was the first time he had worked with the Ho Chi Minh City National Assembly delegation.
The President emphasized that this is a very special term with many extraordinary meetings. However, according to the President, "we need to meet to solve difficult and complicated problems" to develop the country.
Commenting on the specific content, the President said that the implementation of Resolution 18 of the Central Committee on building a streamlined, effective and efficient organizational apparatus has entered its 8th year since its promulgation. We have had a preliminary summary, but to achieve the goal, the Politburo and the Secretariat recently met and reported to the Central Committee.

"Our goal is to streamline but operate effectively and efficiently. With the aim of reorganizing, whatever we do, the new apparatus must be better and more efficient than the old one," said the President.
To make the apparatus operate more effectively and efficiently, there are still problems. According to the President, after reviewing, there are about more than 5,000 laws, sub-law documents, circulars, and decrees, of which more than 200 laws need to be amended and supplemented.
"There are many issues. Therefore, the 9th Extraordinary Session focused on amending 4 laws including: Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government (amended) and Law on Promulgation of Legal Documents (amended); 5 related resolutions to implement Resolution 18" - the President stated.
According to the President, the Politburo and key leaders held many meetings, the Politburo and the Secretariat also met together and reached a high consensus on our determination to implement at all levels, in all sectors, and by all people in the entire Party and political system. "We must follow the spirit that General Secretary To Lam directed, 'running while lining up' - of course, there must be principles, we must maintain stability and develop to a higher level" - the President said.

The President emphasized that we are currently identifying three strategic breakthroughs in terms of institutions, human resources, and infrastructure. Of these, institutions have the most bottlenecks. Therefore, he requested that National Assembly deputies who are closely connected to the grassroots practice contribute their opinions to amend the law to better and more strongly meet the needs.
"In 2025, the Government proposes to adjust economic growth to at least 8% or more so that from 2026 onwards, double-digit growth can continue. "To do so, institutional bottlenecks must be removed," the President stated.
Ho Chi Minh City is one of the country's major economic centers, an important driving force for development, with a very large economic scale. The city's 1% growth is equal to other localities growing by tens of%. Hanoi, Hai Phong and other major cities are the same. The President raised the issue of clarifying what "stuck and difficult" issues are in practice so that the city can continue to accelerate, break through, take off, and truly be an economic locomotive with dynamic development.
President Luong Cuong also outlined the country's goals for the 2030-2045 period, including many other issues in addition to economic growth.
"Whatever we do, people's lives must be stable and improved, not just the economy. In the past, we had enough to eat and warm clothes, but now we have to eat well, dress well, and be fashionable..." - said the President.
