Participating in the discussion, delegate Duong Van Phuoc - Deputy Head of the National Assembly Delegation of Quang Nam province highly appreciated the content of the draft laws. The draft law documents were carefully and seriously prepared according to regulations, meeting the conditions to be submitted to the National Assembly for consideration and decision.

Regarding the draft Law on Promulgation of Legal Documents (amended), delegate Duong Van Phuoc said that the provision in Article 1 “This Law does not stipulate the making of the Constitution or amendment of the Constitution” is unnecessary. Because, according to the provisions in Article 70 of the 2013 Constitution, the National Assembly has the duty and power to make the Constitution and amend the Constitution. Therefore, according to the delegate, this provision in Article 1 is unnecessary.

In addition, delegate Duong Van Phuoc said that "Removing the authority to issue legal documents of commune-level authorities" is not appropriate. Because the draft Law on Organization of Local Government (amended) stipulates that the People's Council and People's Committee are organized at the commune level. Are documents such as resolutions of the People's Council and decisions of the People's Committee at this level considered legal documents? In addition, how will the resolutions and decisions issued by this level be handled? Are they still valid? The National Assembly is requested to consider and supplement Article 4 of the draft law.

Regarding the draft Law on Organization of the National Assembly, delegate Duong Van Phuoc agreed with the proposal of the Drafting Committee on not rigidly regulating the number and names of the National Assembly agencies in the Law on Organization of the National Assembly in order to facilitate the continued implementation of arrangement, adjustment, and ensuring harmony in the organizational structure with the functions, tasks, and powers of the agencies and in accordance with the current policies of the Party and State.

At the same time, it is proposed that Clause 15, Article 1 should amend and supplement the name of Chapter VI “The National Assembly’s support apparatus and operating budget”; meanwhile, Clause 19, Article 1 has abolished Articles 98 and 100, so the content of Chapter VI only has Article 99 on the National Assembly Office and Article 101 on the National Assembly’s operating budget. Therefore, it is proposed that Clause 15, Article 1 should amend the name of Chapter VI as “The National Assembly Office and operating budget of the National Assembly”.

According to the program, the draft Law on Promulgation of Legal Documents (amended) and the Law on Organization of the National Assembly (amended) will be passed by the National Assembly at this session.
