On July 8, 2024, the Central Military Commission held its 10th Conference to review and evaluate the results of leadership in implementing military and defense tasks, building the Army Party Committee in the first 6 months of the year and discuss and resolve policies and solutions to lead the implementation of tasks in the last 6 months of 2024. I acknowledge and highly appreciate the achievements and results that the Central Military Commission has led and directed the entire army to achieve in the first 6 months of the year and hope that you will achieve even better results in the last 6 months of the year.

In the first 6 months of 2024, the world and regional situation continued to have many new and unpredictable developments; strategic competition between major countries took place fiercely; military conflicts escalated in a number of countries and regions that were not controlled, continuing to impact global security and development in many ways. In the country, some limitations and shortcomings were slow to be overcome. The impact of climate change, natural disasters, floods, droughts, and saltwater intrusion had a severe impact in many localities. Recently, a number of fires caused serious damage to people and property, negatively affecting social life. Hostile forces thoroughly exploited and deepened the shortcomings and limitations in a number of areas of social life to sabotage our Party, State, and regime.

In that context, under the comprehensive and timely leadership of the Party, the drastic and flexible direction and administration of the Government, the support of the National Assembly, and the close coordination between ministries, central agencies and localities, we have achieved encouraging results: Politics and society are stable, the economy continues to maintain its development momentum (GDP growth reached 6.42%, far exceeding the 3.72% increase in the same period in 2023); national defense, security, and foreign affairs are consolidated and enhanced; the work of building and rectifying the Party and the political system is promoted; the people's trust in the Party and the State continues to be enhanced.

The Politburo and the Secretariat promptly issued important resolutions, directives and conclusions, especially regulations on revolutionary ethical standards for cadres and party members in the new period. The Central Committee well organized four conferences to decide on important issues of the country, including high-level personnel work of the Party and preparations for the 14th National Party Congress. The National Assembly held four sessions to decide on important national issues, perfecting the high-level leadership of the State, ensuring timeliness and creating consensus among the people and the whole society.

In the first six months of the year, the Central Military Commission and the Ministry of National Defense have thoroughly grasped and strictly implemented the Party's directives and resolutions, the State's policies and laws, firmly maintained principles, closely followed reality, resolutely led and directed the entire army to promote the results of the previous year, effectively implemented strategic breakthroughs, and comprehensively completed the tasks set out at the beginning of the year. Among them, many tasks were completed well and excellently.

1. Regarding the results of leadership in implementing tasks in the first 6 months of 2024, there are 5 highlights:

Firstly, the Central Military Commission and the Ministry of National Defense have continued to grasp the situation, promptly advised the Party and the State on strategic issues related to military, national defense, and national defense; been flexible in handling situations, preventing the risk of conflict; maintained strategic initiative, and avoided being passive or surprised. Actively and proactively implemented the Resolution of the 13th Central Committee, Session 8, on the National Defense Strategy in the new situation effectively at all levels, sectors, and localities.

Second, continue to promote the core role in building the national defense, the national defense posture associated with the people's security posture and the increasingly solid "people's hearts posture". Closely coordinate with central and local departments, ministries and branches to complete the appraisal of the planning of the 6 socio-economic regions of the country, contributing to promoting, linking and coordinating the regions; effectively implement the policy of combining national defense with socio-economic development, combining socio-economic development with national defense.

Preside over and coordinate with the Central Committees, Ministries, and branches and Dien Bien province to direct the organization of activities and parades to celebrate the 70th anniversary of the Dien Bien Phu Victory commensurate with the magnitude of the historical event, leaving a good impression in the hearts of the people and international friends; arouse patriotism, the strength of the great national unity bloc, encourage all classes of people to promote the spirit of determination to fight and win, overcome difficulties and challenges, continue to strive, and create new miracles in the cause of building and defending the Fatherland. Proactively coordinate closely with the People's Public Security and other forces to maintain political security, order, and social safety, protect the safety of important events of the Party and State, and maintain a peaceful and stable environment for national development. Always take the lead in participating in preventing, combating, overcoming the consequences of natural disasters, searching, rescuing, and saving lives to protect people's lives and property ( this is a solid foundation to consolidate and maintain the blood-soaked solidarity relationship between the army and the people. I propose that the Central Military Commission continue to lead the entire army to promote it even better in the coming time ).

Third, the entire army continues to strictly maintain discipline and combat readiness, closely manage borders, inland, airspace, sea, islands and cyberspace. Direct and operate well joint military and service exercises, cyberspace combat exercises in strategic directions on a large scale, in accordance with new types of operations and fighting methods, and Vietnamese military art. In directing and adjusting the organization of forces, always attach importance to maintaining political and ideological stability, thereby enhancing the strength and ability to complete the unit's tasks; ensure high solidarity and unity of Party committees and commanders at all levels, pay attention to implementing policies for cadres and soldiers. Complete the set of criteria for building a regular, elite and modern People's Army in the new situation.

Fourthly, the work of defense industry, finance, logistics, engineering, defense diplomacy and other aspects of work has been led and directed by the Central Military Commission and the Ministry of National Defense to be implemented synchronously and achieved many very encouraging results, especially in the defense industry, which continues to have new breakthroughs; international integration and defense diplomacy activities have achieved many positive results, especially: The 8th Vietnam - China border defense friendship exchange was very successfully organized.

Fifth, the work of building a strong Party organization in the Army in terms of politics, ideology, ethics, organization and cadres has been given special attention; maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army. The summary of the implementation of the Law on Officers of the Vietnam People's Army has been completed; political and ideological activities have been widely organized and implemented; "self-examination and self-correction" has been regularly conducted at all levels, contributing to preventing all manifestations of degradation in ideology, politics, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile views in the new situation has continued to be promoted, contributing to firmly consolidating the Party's ideological position. There have been many effective policies, solutions and methods to continue promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle; promoting the qualities of "Uncle Ho's soldiers", resolutely fighting against individualism in the new situation. With outstanding results in 3 years of implementing Conclusion No. 01 of the Politburo and 2 years of implementing Resolution No. 847 of the Central Military Commission, it can be affirmed that the quality of "Uncle Ho's soldiers" continues to shine; in any circumstances, officers and soldiers in the entire army are always steadfast, steadfast, united, united, overcoming difficulties, and completing all assigned tasks well. Always actively participating in building strong local political bases, helping people eliminate hunger, reduce poverty, build new rural areas, doing well the work of the army's rear, visiting and giving gifts to families with meritorious services, people with meritorious services, building houses of gratitude, taking care of Vietnamese Heroic Mothers...

The results achieved in the first 6 months of 2024 have many causes, in which the regular and comprehensive leadership and direction of the Party and State and the close and effective coordination of the central and local departments, ministries, branches are very important. But the main reason is that the Central Military Commission and Party committees and commanders at all levels in the entire army have firmly maintained the principles of solidarity, unity, "one mind from top to bottom", "consistent throughout"; have innovated many working methods and styles, implemented the spirit of "7 dares" ( dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good ); selected the right key and key tasks, breakthroughs, focused on leadership and direction with synchronous, comprehensive, practical and effective solutions.

On behalf of the Party and State leaders, I warmly commend the outstanding achievements that the Central Military Commission, the Ministry of National Defense, and officers and soldiers of the entire army have achieved in the first 6 months of 2024. However, in addition to the achievements, there are still some limitations and shortcomings in the first 6 months of the year as assessed in the reports. I request that the Central Military Commission focus on leadership, direction, and early overcoming in the last 6 months of the year; not allowing limitations and shortcomings to persist or recur.

2. On the leadership direction to carry out tasks in the last 6 months of 2024

In the last 6 months of 2024, the world and regional situation is forecasted to continue to have new, rapid, complex and unpredictable developments. This is also an important time for us to focus on basically completing the targets and objectives set out in the Resolution of the 13th National Party Congress. At the same time, we are preparing for Party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress. Therefore, our entire Party, people and army need to continue to strive to successfully implement the goals and tasks set out in 2024. In order for the entire army to successfully carry out its tasks in the last 6 months of 2024, the Central Military Commission needs to focus on leading and directing the implementation of a number of contents. I would like to summarize them in the spirit of "5 determinations and 5 proactiveness" as follows:

* About 5 determinations

Firstly, we are determined to successfully complete the goals, tasks and solutions set out in the Resolution of the 13th National Party Congress and the 11th National Party Congress of the Army. Timely review the work contents according to the identified programs and plans, especially the 3 breakthrough contents. Continue to effectively implement resolutions, strategies and projects on military, national defense and national defense, focusing on the Resolution of the 8th Central Committee of the 13th tenure on the National Defense Strategy in the new situation. These are very big and very difficult issues, requiring the Central Military Commission and the Ministry of National Defense to continue to advise, propose and coordinate to effectively implement the Resolution of the Central Committee nationwide and in the Army.

Second, be determined to lead and direct combat readiness and combat training in the best way. Proactively respond to traditional and non-traditional security challenges. Innovate and improve the quality of training and exercises to meet new combat conditions of warfare using high-tech weapons and equipment. Promote research, summarize practices, supplement and develop the theoretical system on military, national defense, people's art of war, and Vietnamese military art in new conditions.

Third, determination to lead and direct the improvement of the organization and staffing of the Army: The Central Military Commission and the Ministry of National Defense need to continue to lead and direct the effective implementation of Resolution No. 05-NQ/TW of the Politburo on the organization of the Vietnam People's Army for the period 2021 - 2030 and the following years; resolutely direct the completion of tasks and solutions on "The year of basically completing the adjustment of the force organization towards being lean, compact, and strong" , completing the dissolution, merger, and establishment of new agencies and units according to plan.

Fourth, determined to build a strong army cadre team to meet the requirements of tasks in the new situation. In particular, the Central Military Commission needs to attach importance to directing Party committees and commanders at all levels to thoroughly grasp and seriously and effectively implement Regulation No. 144 of the Politburo on revolutionary ethical standards of cadres and party members in the new period; promote the 5 standards of "Uncle Ho's soldiers", resolutely fight against 10 manifestations of individualism in the spirit of Resolution No. 847 of the Central Military Commission, and promote the awareness of self-cultivation and training of cadres and party members. Regularly educate and arouse the potential and aspirations of dedication of cadres and party members; continue to build a cadre team in the spirit of "7 dares"; promptly orient the ideology and public opinion of cadres, party members and the masses on complex and sensitive issues; create all the best conditions and environment for each cadre and party member to voluntarily and well perform their assigned duties and tasks, strictly comply with the law, discipline and orders of superiors, and be ready to receive and well complete all tasks assigned by the Party, State and People.

Fifth, determined to well organize activities towards the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day: Carry out propaganda and education work well and extensively, so that the people at home and international friends can understand more deeply the history of construction, fighting, victory, growth, the outstanding feats of arms of the heroic Vietnam People's Army, and the achievements in building the national defense; thereby, continuing to affirm the correct and wise leadership of the Party and President Ho Chi Minh in determining the revolutionary line, military and defense line, building the national defense, and the people's armed forces to protect the Fatherland.

Continue to develop and effectively implement projects, plans and schemes for socio-economic development, ensuring national defense and security for key regions and areas, especially the Project "Combining economy with national defense and security in managing and protecting sovereignty of seas and islands".

Third, proactively and effectively carry out the preparation work for the 12th Military Party Congress, towards the 14th National Party Congress. Carefully carry out preparations from the drafting of the congress's guiding documents to the preparation of documents and personnel for the congress; identify this as one of the key tasks in the coming time. In particular, it is necessary to focus on the work of creating sources, planning cadres at all levels, preparing truly high-quality congress personnel with strategic vision to participate in providing strategic cadres for the Central Committee.

Fourth, proactively direct the effective implementation of assigned political tasks. Complete and effectively implement projects towards the celebration of: the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day; the 50th anniversary of the complete liberation of the South and national reunification; the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam. Direct the implementation of defense zone drills at all levels, paying attention to ensuring absolute safety for people, weapons, and technical equipment. Regularly adjust, supplement, and complete plans for natural disaster prevention and control, search, rescue, and relief.

Directing the full and timely assurance of logistics, technical and financial work; promoting the spirit of initiative, self-reliance and self-reliance in building and developing the defense industry in a dual-use and modern direction, meeting the requirements of the Army's modernization. Continuing to effectively implement the resolutions and conclusions of the Politburo and the Central Military Commission on international integration and defense diplomacy. Well organizing the 2024 International Defense Exhibition and defense diplomacy activities on the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, creating a good impression on international friends, contributing to promoting the image of the Army, the image of "Uncle Ho's soldiers", the image of the country and the people of Vietnam who love peace, culture and heroism.

Fifth, proactively carry out measures to build a truly clean, strong, exemplary and representative Party organization in the Army in terms of politics, ideology, ethics, organization and cadres: Constantly improve leadership capacity, fighting strength, maintain and strengthen the absolute and direct leadership of the Party in all aspects over the Army. Continue to organize and promote the study and following of Ho Chi Minh's ideology, ethics and style with creative and suitable models and methods, especially the following so that each cadre and Party member "wants to study and follow", thereby being dedicated, ready to contribute, ready to sacrifice, and serve the Party, the Fatherland and the People. Synchronously deploy solutions to maintain and promote the qualities of "Uncle Ho's soldiers", resolutely fight against individualism in the new situation.

Pay attention to doing a good job of protecting internal politics; actively and proactively take the lead in protecting the ideological foundation, fighting against erroneous and hostile viewpoints, and maintaining the Party's ideological position in the Army. Carry out well the mass mobilization work and military rear policies, contributing to strengthening and consolidating the close-knit relationship between the army and the people, building a solid "people's hearts and minds position".

I believe that in the first 6 months of the year we have achieved many positive results, so with high political determination, the Party Committee of the Army and the entire army will certainly strive to excellently complete the military, defense and Party building tasks in the last 6 months of 2024, worthy of the expectations and trust of the Party, State and People.

After the Central Military Commission Conference, the Ministry of National Defense will organize the Military-Political Conference for the entire army in the first 6 months of 2024. I propose that the policies and decisions of the Central Military Commission set forth at this meeting must be disseminated to all officers and soldiers; continue to thoroughly grasp and build high will and determination for the entire army, striving to successfully complete all tasks in the last 6 months of 2024 and the following years.
