
The Provincial Governance and Public Administration Performance Index is a tool for citizens to participate in monitoring the effectiveness of the government in implementing policies from the provincial to the grassroots level. The goal of the PAPI Index is to contribute to improving the quality of operations of the government apparatus at all levels, enhancing the spirit of serving the people, enhancing the publicity, transparency and accountability of public organizations, ensuring basic human rights, especially the right to express opinions, access information and use basic public services of good quality. The Provincial PAPI Index surveys and evaluates 63 provinces and cities in the content index with 29 component contents and more than 120 main indicators, more than 550 questions on many policy issues of Vietnam.

In 2024, PAPI will survey and classify provinces and cities into 4 groups: High group: 15 provinces and cities; Medium - High group: 15 provinces and cities; Low - Medium group: 15 provinces and cities; Low group: 16 provinces and cities (there are 02 provinces and cities with missing data).

According to the PAPI Report, in 2024, Binh Thuan province scored 47,126 points and was in the group of 3 provinces and cities with the highest scores in the country (the province with the highest score was Quang Ninh province with 47,821 points, ranked second was Tay Ninh province with 47,345 points). Accordingly, in the 8 survey content axes, Binh Thuan had 6/8 content axes in the group of provinces and cities with the highest scores in the country; 2/8 content axes in the average - high group of the country. The biggest improvement was the assessment content on "Publicity and transparency", Binh Thuan was the province with the highest score in the country; the assessment contents on "Control of corruption in the public sector", "Public administrative procedures" and "Provision of public services" Binh Thuan was in the group of 5 provinces and cities with the highest scores in the country.
Previously, in 2023, Binh Thuan province's PAPI index reached 42.47/80 points - ranked 29/63 provinces and cities, in the group with high average scores. With the score and ranking of Binh Thuan province's PAPI Index in 2024, it shows encouraging progress in local governance and public service provision for people. To achieve the above results, in the past time, the Provincial Party Committee, Provincial People's Committee, all levels and sectors have paid attention to and directed the good implementation of tasks and solutions to improve the effectiveness of state management and administration, policy implementation and public service provision of authorities at all levels, enhance people's satisfaction, and improve the PAPI Index in the province.

It is known that the 16th PAPI report in 2024 recorded the opinions of nearly 19,000 people in 63 provinces and cities across the country. The report provides in-depth analysis of many aspects of governance, public administration and public service provision, from the perspective of the people. The results show that the level of people's satisfaction with the performance of the government in 2024 tends to improve significantly. In particular, indicators such as transparency in decision-making, control of corruption in the public sector, environmental governance and e-governance are recorded to have improved. However, on a national level, only 3/8 areas of governance and public administration are rated by people at a "fair" level, including: control of corruption, accessibility and quality of administrative and public services.
The report also pointed out significant differences in satisfaction levels between population groups. Specifically, women, ethnic minorities and temporary residents often have lower ratings than men, Kinh people or people with permanent residence, especially in indicators related to local participation and transparency. In addition, mountainous and remote areas scored significantly lower than lowland areas, especially in the field of e-governance. This shows that the digital gap between regions and population groups remains a major challenge in the process of modernizing public administration.
